Ok, so you've decided to make a CATS costume. First, you need some sort of bodysuit. I used a pair of tight black leggings and a tight black, longsleeved shirt.
For the arm and legwarmers, I took some tube socks, cut off the cuff and the toe (tube socks shouldn't have a heel, so don't worry about that). Turn 'em inside out, and voila! you have armwarmers. To make the socks look even more realistic, just bunch a whole lot of them up your arm and legs. For me, it took about 6 socks per leg, but it looked like the real thing. Now, if you're doing a Quaxo costume, you may notice that he has some black stripes on his leg and armwarmers, as well as that black spot on one leg. Just take a permanent marker and color the lines on you legwarmers, along with the spot.
For the chest fluff, just take a feather boa and pin it to the shirt. I actually stapled a feather boa to a piece of cloth, and pinned that to my costume.
What I did for the tail was take a black fuzzy boa and staple leftover white feathers from the chest fur to the tip.
The wig is the hardest part; what I did was just take a black wig, then cut and gel it. For the ears, I just took some black construction paper, and stapled that to my wig. If you have the time, do the rug yarn method. Some other sites can tell you how to do it better than I. Finally, if you don't want to do any of those methods, you can make a wig-cap out of a pair of pantyhose, then take a black boa and hot glue or sew it onto the wig-cap. I think that's what I'll use for my wig next year.
For the bowtie, just take black fabric, and tie it like a bow tie.
Ok, this is the finished picture. You can stop laughing now. My face isn't really that...squished, but the picture didn't turn out well.
