THE U.S. COMMERCIAL LIAISON OFFICE
TO THE ASIAN DEVELOPMENT BANK

Denny Barnes
Director/Senior Commercial Officer
A Foreign Commercial Service Officer with 12 years of experience in Asia, Denny manages the ADB Liaison Office in Manila and works closely with his Foreign Service colleagues around the region to assist U.S. companies pursuing ADB contracts. He advises visiting company representatives on winning strategies, conducts training in Asia and the U.S., advocates for U.S. interests, gathers critical information and helps resolve procurement disputes.

Cecile Santos
Senior Commercial Specialist
Cecile probably does not know every one of the 2000 employees at ADB, but having worked there six years and at our office for three years, she knows the network better than anybody. Business people who need to find the right contact, a particular document or understand some obscure ADB procedure will find Cecile to be an invaluable resource. She is usually at our Makati Office, but also spends much time at ADB promoting U.S. business.

Stacy Bonnaffons
Commercial Environmental Specialist
Stacy has joined the ADB Liaison Office from the U.S. Asia Environmental Partnership (USAEP) where she was responsible for environmental infrastructure. Working with an Asian network of USAEP Technical Representatives, she assists U.S. companies in winning environmental projects funded by the ADB. This is a large sector at the Bank and is growing in importance.

Maria Magsisi
Commercial Assistant
Maria is responsible for preparing the final “alert” reports on upcoming ADB projects. She distributes this critical information through the National Trade Data Bank, other U.S.
Commercial Service posts, the American Consulting Engineers Council and to individual firms. Having been with the office since its first year of operation, Maria is well qualified
to advise U.S. companies on ADB procurement procedures and assist them in getting appointments to meet the key officials at the Bank.

Rose Bendana
USAEP Assistant
Rose is the first point of contact for the visitors to the ADB Liaison Office. She works with the US-Asia Environmental Partnership (USAEP) Commercial Environment Specialist in assisting U.S. companies competing for projects in the environmental sector. She also sends out the preliminary "alert" reports on ADB loan and technical assistance projects
so American companies will be aware of these ADB opportunities as early as possible.

Tino Correa
Driver/clerk
When Tino is not navigating perilous Manila traffic to get the staff to the ADB, Embassy and other appointments, he is responsible for collecting key documents to assist U.S.
companies competing for ADB projects. All the ADB brochures provided by the ADB Liaison Office are maintained by Tino. He also compiles all the data on the companies that wish to receive all the information about ADB opportunities and edits our client
database.
