Dear Mr. Loomis:
Thank you for responding in a timely manner to my request for the "Shasta County Comprehensive Annual Financial Report." Also for providing the California Public Records Act (Government Code §6250 et seq.).
I have been pouring over the Report to see what kind of financial condition Shasta County finds itself, that they would need to go after the property of the poor for an amount of approximately $1,200. The first figure I saw was the Total Memorandum Only—in the amount of $315,095.917, wow that is over a 1/4 of a billion dollars.
In looking closer I found that the County had General Fixed Assets of $78,984,640. On page 20, there was listed a total of $122,041,754 Fair Value for various investments, including $30,000,000 in the State Treasurer's Pool. The total of these figures is $201,026,394 or just shy of a quarter billion. With these kind of assets, why does the County need my $1,200? Why can't this be postponed until the property sells, or from my estate? It isn't like the County needs the money, and I am sure the same facts would be true for the State and Federal, in fact I understand there is over $60 Trillion hidden from the People in the Nation, the above is just the Shasta County share of this pot of gold.
I agree that your letter did not respond to the issues raised in my letter of January 8, 2001, such as due process, jurisdiction, Title 42 United States Code §1982, California Constitution, Article 1, §7 (a)(b), and all the other issues raised in my letter.
And I'm sure that I don't need to remind you that a timely response is required. One thing for sure by the figures stated above, the county can live without my $1,200, Or if they want my property they can buy it for full current value.
I thus conclude from the above that something is very wrong, WRONG, WRONG!!!
