Internet Communications

Only yesterday, Telephone, Gas, Electricity and Telemetry were the Big Four Utilities. Monopolies granted by governmental entities. To exclusively provide the basic necessities and serve the common good of the community; and their citizen - consumer - constituency. Both Public and Private Utilities could be chartered monolopies to provide service by geographic locality. Universal Service, a subsidy for those with [less or without] ability -to- pay was required of each Utility; in return for their monopoly.

That was long ago, today Utilities are only Companies. While monopolies still remain, most Universal Service has been bargained away. To be replaced now by general Community Service, Corporate Philanthropy and Charity.

Perhaps you have seen the ill equipped, under funded, Cable Television Public/Community Access back - channels to your Cable TV. Like Universal Service, community access has no place in our pay -to- play economy.

Then we have Corporate Philanthropy as charity. Consider individual donations to Corporate Charity. Popular among heat, light, hospital and health care indusrtries. Where the Corporation is paid first! To underwrite the Corporation's own corporate giving.

In This Day And Wage

Surrounded with prosperity, who benefits from the Universal Service Subsidy?

The Utility Companies benefit first! Because a reduced payment now, is better than accumulating no payments later.

Second, the Community benefits by providing basic necessities to support individual -live- ability and stability of their "fixed income" constituency. Regardless of age or disability, cold, isolated, homeless, citizens detract from any neighborhood. Quickly deteriorating to encounter greater needs which will draw upon additional community fiscal resources.

Third, the individual recipients benefit. By age, ability, disability, fixed income, or ability -to- pay.

Surrounded with prosperity, who in your community does not have the ability -to- pay?

Start with your local Elementary and Secondary Schools first! Our "National Policy" the "Information Highway" is being paved with recycled, refurbished and donated computers. Volunteers, miles of wire, cable, and fixtures. As the local tax base erode, school budgets shrink, and the "Information Highway" runs out -of-gas. Without the ability -to- pay even a reduced monthly Internet Service Fee for each connection.

Any Neighborhood Community Facility.
Social, recreational, educational, service facilities. Community, Youth, Senior Adults, Disabled, etc., for low income neighborhood access to the internet.

Any Nursing Home Care Facility.
With entertainment, recreation and/or education activities for fixed income patients.

Any Homebound Disabled Individual.
With a fixed income and would benefit from adaptive technology and internet communications.

Any Disabled Individual.
That will benefit from adaptive technology and internet communications.
