As I assume you are not interested in a technical and detailed but
easy-to-understand, practical and instantly usable description.
Thus to some readers the following might appear superficial, but that's
intended.

Windows3.x or 95 users just download
'cwebview.zip'(~314KB). Inflate the three implied files and start
the 'cwebview.exe'. A window will then appear which you'll
confirm by pressing the OK-button.
It will appear as a symbol on your desktop (Win3.x) or on your
task-bar (Win95). By clicking on the symbol respectively item
in your task-bar a pulldown-menu appears which allows you to
change between GB or BIG5 decoding. And that's all.
Start your www-browser and read GB or BIG5 encoded documents.

But now, let's begin. The whole procedure is quite simple.
Create a new directory named "xfonts".
Second you need to download
xfonts.zip
(~1.2MB) into your new directory.
Once chweb.zip is downlaoded you will inflate it using for example
pkunzip or gzip.
Move into the directory with the inflated files and type the following:
/sbin/sh hz
Now start your web-browser and adjust its "Language Encoding" to chinese
(GB/simplified chinese or BIG5/traditional chinese).
How to adjust? That depends from your particular browser (in most cases
MS IExplorer or Netscape Navigator/Communicator).
ADVICE: Search for a term like "OPTIONS" or "PREFERENCES".
