Capellan Confederation
House Liao

History:
The Capellan Confederation was formed in 2366 from the ashes of the Capellan Commonality. This was to be a "temporary" measure to defend against the Davions. The confederation consisted of the states of Tikonov, Sarna, Sian, and St. Ives along with other various worlds. The member states elected Duke Franco Liao to lead. Once in controll, Franco held onto power for him and his descendants. They quickly added the other state's ruling bloodline into their house to gain the power they needed over the other rulers.

From the early days, the Capellans battled with the Free Worlds League. In 2369, they launched the First Andurien War, which heralded an Age of War in the Inner Sphere. Other disputes over border worlds frequently led to full-scale conflicts that ended with the Capellans losing.

In 2412, Chancellor Aleisha Liao proposed the Ares Conventions after the Tintavel Massacre. These Conventions were aimed to protect civilians and property from modern warfare. Eventually all the major ruling houses, the Terran Hegemony, and two Periphery states signed the document. This led to an age where war became increasingly ceremonial and being accepted as a way to settle disputes.

Since the beginning of the Succession Wars, the Confederation lost close to three-fourths of its original size to House Davion and House Marik. Maximilian Liao signed the Concord of Kapteyn, which allied his people to the Draconis Combine and the Free Worlds League. This would help them defend themselves against the new Steiner/Davion alliance. However, Chancellor Liao's "Operation Doppelganger," resulted in Hanse Davion to turn most of his military against the Confederation over their traditional enemy, the Draconis Combine.

By the end of the Fourth Succession War, the annexation of Sarna and Tikonov by the Federated Commonwealth and the secession of the St. Ives Compact drove Maximilian Liao mad. The mantle of the shattered realm fell to his youngest daughter Romano Liao since his elder daughter seceeded with the St. Ives Compact.

Romano Liao was able to forge the remains of the military into fanatic warriors willing to die rather than to lose more of the Confederation's territory. This led to their remarkable defense against the Andurien and Caopous forces. Since then, no others have bothered the Capellans. Even during the Clan invasion, the Confederation's troops saw no action.

With the recent assassination of Romano Liao, Sun-Tzu Liao has taken up the mantle. He quickly formed an alliance with the Free Worlds League. This will be sealed with his marriage to Isis Marik, the Captain-General's daughter. This led to their joint operation to retake the worlds lost to the Federated Commonwealth during the Fourth Succession War. They were able to take most back and cost the Federated Commonwealth the area now known as The Chaos March. They have recently called a cease-fire after putting a rift in the space that used to join the two halves of the Federated Commonwealth.
