   The Kuchiba City Gym is the third fixed starter deck for the
   Pokemon TCG in the Gym Expansion, for the trainer Lt. Surge.
   All of the cards in this deck deal with Lightning Pokemon.

   Effect:  Each player may flip a coin whenever its Lt. Surge
     Pokemon attacks.
     If heads, and the attack does damage, that attack does 10
     more damage.
     If heads, this card does 10 damage to the attacking Pokemon.
     (This Stadium card stays in play for the entire game.  If
     another Stadium card is played, this card is discarded.)
