The RULES.INI when placed in your Red Alert directory, can edit almost any aspect of the game. You can edit it with any DOS editor. Within the file, it describes what each value you can change does. To return the game to normal, either rename the RULES.INI file to something else, or just delete it. It shouldn't make any permenant changes to any of the files or the game.
