Multiple players will form each side... ISC vs. Everybody Else.
The ISC fleet will approximately total Everybody Else's ships, but
Everybody Else arrives in waves.

Ships will be pre-selected. Commander's Options will be chosen from a
number of points available, similar to standard rules.
== Rules
Standard rules. Floating map. EW. Terrain will occur a couple times
in fixed locations.
