Question 1
Question: At what rank should agents begin to steal artifacts or gold?
Answer: An agent rank minimum of 40 is a general rule of thumb.

Question 2
Question: Does anyone have any listing of the general ranges for Market Sell/Buy prices? I know that they are fluctuating but would like to have a general range that they do move in to get some idea of what is good/bad.
Answer: During the first 20-30 or so turns prices stay down but this can be affected by you. The more you have in your reserves the higher the buy/sell prices will be. Leather will generally have a sell price of 1-2, bronze 1-3, steel 1-5, mithril(varies to much) food 1-2 timber 1-4 and mounts 2-8. Buy prices are usually 50% to 100% higher then sell. These are of course frail guidelines and all games have the potential to be much different.

Question 3
Question: What are the chances of a new 40 point Cloud Lord agent to assassinate a character?
Answer: I have never had luck with a new agent assasinating a character unless the victim was a low rank. Generally i get the agent to a 50 and then start making rounds but NOT trying for the big Guns(Elrond etc..) If the character has stealth then he is almost an instant killer.

Question 4
Question: What roll does stealth play concerning agents and their actions?
Answer: Stealth makes the character harder to spot and his agent actions more likely to succeed. Stealth points can almost be attributed as agent points 1-1. Ex: If i have a 55 point agent with a natural stealth of 30 i consider him an 85 point agent.

Question 5
Question: What is the formula for determining whether or not a character will be spotted in a population center? Do artifacts make a character easier to spot?
Answer: Pop center size, loyalty, relations and the character all come into play. Urzahil may have a 40 stealth but he will almost always be seen. Agents have a lesser chance to be spotted as a general rule, especially with stealth. Artys carried do not make the character easier to spot.

Question 6
Question:  What does Saruman the White do if he is in your pop center and you are: Free/Neu/Dark?
Answer: Saruman is an army encounter. DS and Neutral - Saruman will kill several hundred troops.
Good - He will improve a random ability for characters with the army and possibly teach a character mage ability even if they didnt posess that ability.Possibly teach mages a lost list spell. Possibly raise Free pop center loyalty and lower DS.

Question 7
Question: When an agent does a scout for characters, what determines which characters will be spotted and which will not?
Answer:The More well known a character is the more likely he is to be spotted, agents in general seem less likely to be spotted as well as characters with stealth. What really determines which characters will be spotted is the agent doing the scout and of course the higher rank the better . Yes stealth does help the agent, as in any agent mission it helps him accomplish his goals.
From my experience, stealth does the following: Gives you a bonus to your agent rank from 1 to your stealth rank for succeeding at an agent skill. Thus it does not help in guarding.
It is also added in a like way (1-stealth) to your highest natural rank for purposes of being assasinated (it is harder to be assasinated if you have stealth). Finally it is added to your agent rank as a bonus for escaping being kidnapped.
