t3s3 orders due SAT Feb 10 (8:00 PM US-Central).

If a shield's strength is 4 or less boxes, I've marked it with the
yellow/orange stripe on the map.  It started out being strength
zero, but a close-range PH3 shot is the criterion at the moment,
just because that's more interesting.

The normal definition of "range" when not otherwise specified is
effective range.  So a cloaked target will be treated as being
farther away than true range for direct fire triggers, etc.
