The intent was that the HET is a 'strike' by the serpent. I'm not sure how
clearly that came across -- less than perfectly anyway. It can only HET when
it is scheduled to move (see just before the line you quoted), so it can only
chomp in impulses it is scheduled to move. It might have made more sense to
allow it to chomp whenever it it is at range 0, but oh well. All of its
abilities are meant to be defensive. If you're already running away so that
you're no longer in its hex, it's not as worried.
