(# Bronze + # Silver*2 + # Gold*3) / 12 = Blast Corps Promotion (sort of)
It gets a little more complicated as the game progresses, but the formula stays the same. Let’s look at the promotion sequence using just Golds and Platinums. For our purposes, any combination of Silver and Bronze Medals that add up to 3 points will be considered a Gold. There are 53 Earth levels (this includes the moon), but the 21 carrier levels have an "extra" Gold medal if you clear a path in time for the carrier for a total of 74 Gold Medals before the four planets will open up..
You are a Rookie Wrecker until you have four Gold Medals
(or 12 Bronze or 6 Silver). After that, your promotions are as follows: G = Gold Medals P = Platinum Medals |

You should have found all six scientists by now. You can earn a total of 74 Gold Medals for the earth levels (including the moon). Then the four planets: Mercury, Mars, Venus, and Neptune are opened up. | |

When you get to 78 Gold Medals, you go for time on the 21 Missile Carrier Levels. Things get a little messy, because you lose the 21 Gold Medals that you earned on the Missile Carrier Levels just for clearing the path and you lose 21 more Gold Medals that you earned just for finishing the levels with 100% Buildings, Surviors, and RDUs. You’re left with 36 Gold Medals. Now, the 21 Missile Carrier levels are based on speed instead of simple completion. | |

When you have 57 Gold Medals, you can be awarded Platinum Medals. Each Platinum Medal you earn will reduce your Gold Medal count by one. It now takes 12 Platinum Medals to be promoted to the next rank, instead of just 4 Gold Medals. | |

You need to earn just the last six (potentially the most difficult)

When you get the last Platinum medal, the game says,
"Good Job! You're a true psychopathic, destructive
being that should never get a driver's license...
Now try again and beat each level in less than 2 seconds for Plutonium
medals."

30) You Can Stop Now.
So, as you can see, the 30th promotion technically doesn't have a title at all. You receive your 57th Platinum medal, then the standard promotion screen comes up saying that you've had enough. There is no special video sequence when you attain this level, just the satisfaction that you have completed what many casual players consider impossible.
This is where the game actually started for me. Good thing I already have a driver's license! ; ) When the pressure of completing those last few levels in Platinum Medal time was lifted, I found I could post some decent times. My times for each Blast Corps level are listed on their respective web pages elsewhere on this site. I'll bet you can beat some of those times with a little effort.
