As in my Pokémon Rankings FAQ, I'll like to stress that this FAQ is NOT a direct walkthrough for Pokémon itself. Rather, it's a list of the attacks in the game, as well as info on them, my personal opinions and which Pokémon can learn them.

Here's a general example of the layout of each move.
(Move Name here) (TM/HM number here, if applicable)
Power - Base power rating.
PP - Base number of PPs.
Type - Move type.
Accuracy - Exactly what the name says.
Comments - Short description on what the move does, and how good I think it is.
Special Effect - Any special effect that the move has. Only included if the move has a Special effect.
Pokémon (N) - Pokémon that learn the move naturally. Level will be specified in brackets after the Pokémon, and will apply to the soonest you can learn the move, given that you also evolve the Pokémon as soon as possible, not counting Stone evolutions.
Pokémon (TM/HM) - Pokémon that learn the move via TM or HM. Only used if the move is in a TM or HM.
Note that for both "Pokémon" categories, I'll only specify the evolved forms that can learn it. Exceptions will be notified.

Comments - An extremely weak Grass move. I doubt it can do serious damage to even an Onix. All Pokémon who can learn this move can learn Mega Drain via TM too, so don't bother with it.
Special Effect - Half damage done is used to heal your Pokémon.

Accuracy - 100%
Comments - Each usage of this move greatly increases your Pokémon's Defense. As with most "greatly rose" moves, this is very useful on the few Pokémon who can learn it.
Special Effect - Raises Defense greatly

Acid

Type - Poison
Accuracy - 100%
Comments - Not too bad a Poison move. However, the Poison type itself isn't very good offensively, and most of the Pokémon that learn this move tend to have low Strength anyway.
Special Effect - 10% chance of lowering opponent's Defense.

Agility

Accuracy - 100%
Comments - This move greatly increases your Speed. However, this isn't as useful as other moves of the same ilk, simply because Speed isn't too useful a stat.
Special Effect - Raises Speed greatly.

Accuracy - 100%
Comments - Possibly one of the best moves in the game, it raises your Special stat greatly. However, since both Special Defense and Special Attack are packed up in one stat, it's practically a two-for-one deal. Whatever you do, DON'T delete this move off anyone who can learn it.

Aurora Beam
Power - 65

Type - Ice
Accuracy - 100%
Comments - The weakest Ice move in the game, it's fairly useful, but all the Pokémon who learn it eventually learn Ice Beam naturally as well, making this move useless once your Pokémon is fully trained. The name just sound pretty cool, though. ;p
Special Effect - 10% chance of lowering opponent's Attack

Barrage

Accuracy - 84%
Comments - This is a signature move, and it's all but useless. How much damage you do depends entirely on luck, and even if you DO hit all 5 times, you can do more damage with a single Double-Edge. Don't use this, period.
Special Effect - Hits anywhere between 2-5 times

Barrier
Power - 0
PP - 30
Type - Psychic
Accuracy - 100%
Comments - Basically, Acid Armor in all but name. The only difference is that Barrier has less PPs and a less cooler animation.
Special Effect - Raises Defense greatly

Bide (TM 34)
Power - 0
PP - 10
Type - Normal
Accuracy - 100%
Comments - The first TM you find. Fortunately, it goes up from there. This move makes your Pokémon absorb damage for two or 3 turns, then pay it back double on the enemy Pokémon. However, two-three turns is almost always enough for the opponent to kill off your Pokémon before you can release the energy, and even if it isn't possible, a smart player will NEVER use physical moves on a "Biding" Pokémon anyway. Useless.
Special Effect - Absorb damage for 2-3 turns, then return damage done double

Comments - An inferior (if that's possible) version of Wrap, it only immobilizes the enemy for 2-3 turns instead of 2-5 turns and has worse accuracy. Not good.
Special Effect - Immobilizes enemy Pokémon for 2-3 turns

Bite
Power - 60

Type - Normal
Accuracy - 100%
Comments - Not a bad move, but it's inferior to Body Slam. It's saving grace is it's occasional chance of flinching, allowing for something of a "combo".

Blizzard (TM 14)

Accuracy - 89%
Comments - One of, if not the best Ice move in the game, and perhaps the best move in the game too. It's EXTREMELY powerful, has more accuracy than other "strongest element attack" moves, and has an okay rate of Freezing. It's only downside is it's lack of PPs.
Special Effect - 10% chance of Freeze

Comments - There's really not much to hate about Body Slam. It's got exceptional power, it has a fair amount of PPs, it's totally accurate, and has a nice side-effect. Quite possibly the best choice for a physical move for those who can learn it.

Comments - Not too bad a signature move. The only problem with it is, pretty much every other Gorund move is superior.

Accuracy - 89%
Comments - The natural progression from Bone Club, and it's superior in every aspect(save PP, but that's to be expected). However, it's also inferior to Earthquake, due to lower accuracy. Now the only question is, if the Bonemerang is thrown, why doesn't it hit Flying types?...
Special Effect - Hits twice

Bubblebeam (TM 11)
Power - 65

Type - Water
Accuracy - 100%
Comments - Fair Water attack. Not too bad to use at the beginning of the game(especially since you get the TM early), but it's soon outshined by Surf and Hydro Pump.
Special Effect - 10% chance of lowering Speed

Pokémon (TM) - All Water and Ice types, Raticate, Nidoqueen, Nidoking, Clefable, Wigglytuff, Persian, Marowak, Lickitung, Chansey, Kangaskhan, Snorlax, Dragonite, Mewtwo
Bubble

Comments - Pathetic, pathetic, pathetic. Don't even THINK about using it anywhere past Mt Moon. Even Water Gun is better.

Clamp
Power - 35
PP - 10
Type - Water
Accuracy - 74%
Comments - A signature move, it's also another Water move, it's not TOO bad. It's accuracy isn't too good, but it's power is techinically the best in the game, with a possible 175, exceeding even Explosion. Good against CPU Trainers, but if you use it in Link Cable battles, expect LOTS of switching.
Special Effect - Hits anywhere between 2-5 times, immobilizes opponent's Pokémon
Pokémon (N) - Cloyster
Comet Punch
Power - 18
PP - 15
Type - Normal
Accuracy - 84%
Comments - Not too bad, but it's inferior in most ways to Body Slam, as it has to hit 5 times before it does more damage than Body Slam, and there's only a 25% chance of that.
Special Effect - Hits 2-5 times
Pokémon (N) - Kangaskhan(Start), Hitmonchan(Start)
Confuse Ray
Power - 0
PP - 10
Type - Ghost
Accuracy - 100%
Comments - A great status attack, it practically NEVER misses, and Confusion is a great status attack, since it's not a "major" one and can be combined with others like Paralyze, Poison, etc. It's a good idea to keep this move on those who can learn it.
Special Effect - Confuses enemy

Confusion

Comments - Not too bad for the beginning of the game. It's usefulness wanes later though, and if it's the confusion effect you want, Psybeam is much more preferable. Also, all Pokémon but one that learns Confusion can learn Psychic as well...

Constrict

Comments - C'mon, you don't need me to tell you this, just look at that horrid power rating. You don't even get this move anywhere near early in the game, so it's TOTALLY useless.
Special Effect - 20% chance of lowering Speed

Conversion
Power - 0
PP - 30
Type - Normal
Accuracy - 100%
Comments - A signature move, and it's one of the odder ones. It's pretty useful if you know that the opponent is going to use a move of his type, but it can be murder if the opposing Pokémon knows moves that are super effective to it's types(Gyarados anyone?).
Special Effect - Changes Porygon's type to enemy's type

Counter (TM 18)

Accuracy - 100%
Comments - Another pretty strange move, it does double the damage received when used. It's obviously much better to use if you're faster than the opponent, however, there's obviously a hitch - it only works if you're hit by either Normal or Fighting attacks.

Comments - The best Water move in the game. It's more accurate than Hydro Pump, and even though it's less powerful than Surf, it's true power comes from it's constant critical hits. Thus, it's base power rating is actually about 180. A pity that it's a signature move...

Cut (HM 01)
Power - 50

Accuracy - 94%
Comments - Once again, another move that fails to oust Body Slam from it's pedestal. Even worse, it's a HM move, so it can't be deleted. Do yourself a favour and stick it on a low-levelled Oddish or Bellsprout.

Defense Curl
Power - 0

Comments - Raises Defense. Mostly though, those who learn it don't NEED the extra Defense, making it kinda useless.

Dig (TM 28)
Power - 100
PP - 10
Type - Ground
Accuracy - 100%
Comments - A pretty good move. It equals Earthquake in every category. However, it has one flaw - it takes two turns to use, although you're invulnerable for the first turn, but smart opponents will almost ALWAYS switch to a Flying type or another type that's strong to Ground. Some Pokémon can only learn this and not Earthquake though, so it's okay.
Special Effect - Takes two turns to hit, invulnerable after digging a hole and before coming out, dig to the last Pokémon Center used(Can't be used outdoors)

Pokémon (TM) - All Ground types, Charizard, Blastoise, Raticate, Arbok, Ninetales, Parasect, Golduck, Primeape, Arcanine, Alakazam, Machamp, Slowbro
Disable
Power - 0

Accuracy - 54%
Comments - Sounds good in theory, it Disables one move for a few turns. However, that falls apart when you realize that disabling one move will hardly cripple a well-trained Pokémon, who will usually have more than one attacking move. Also, it only hits half the time, and a quick switch will get rid of it. Not a good move.

Dizzy Punch

Comments - When there's better Fighting moves around, there really isn't any point for this move. The only Pokémon that you should keep Double Kick on is, perhaps, Jolteon.

Double Team (TM 32)

Accuracy - 100%
Comments - A great defensive move, after three usages of this, you become pretty darned hard to hit, and after SIX usages, you won't get hit for a LONG time. Off course, this little problem may be surviving long enough to use it 6 times. But it's a good move all the same.
Special Effect - Raises Evade

Double-Edge (TM 10)
Power - 100

Type - Normal
Accuracy - 100%
Comments - For once, it's a Normal move that actually stands up to Body Slam. However, although it's more powerful, it's drawback is it's 1/4 recoil, and that it doesn't cause any adverse status effects to the opponent every once in a while is a factor too. Still, a good move to use.

Dragon Rage (TM 23)

Comments - If there wasn't Dragonite, this lousy excuse for a move could bring down the whole Dragon type by itself. It always does an "amazing" 40 HP damage. In other words, it is utter trash. Don't THINK of using this move in a serious team.
Special Effect - Always 40 HP damage

Dream Eater (TM 42)

Comments - The strongest Psychic move in the game. Unfortunately, it has two drawbacks : it can only be used when the opponent is asleep, and only two Pokémon can learn it. With the Sleep Clause going around though, this move has lost most of it's worth even on the two who can learn it...

Drill Peck
Power - 80
PP - 20
Type - Flying
Accuracy - 100%
Comments - The best Flying move in the game. It might not be the most powerful, but it's certainly the best in terms of overall usefulness, being one of the few good Flying attacks that doesn't have a charge. Plus, it has a surprisingly large amount of PP as well. Now if only more Flying types learned this move...

Earthquake (26)

Comments - The best Ground move in the game, barely beating out Bonemerang and Dig. It has the better accuracy over Bonemerang, and it doesn't need a charge unlike Dig. Basically, if any Pokémon can learn thsi move, it wouldn't be a bad choice to put it on them.

Comments - Well, it's pretty powerful. But it's just a LITTLE hampered by the fact that only two Pokémon can learn it, and that it's horribly inaccurate. Uh, yeah...

Ember

Accuracy - 100%
Comments - The typical First Fire Move You Get And Is Useful Until You Start Making An Actual Team kinda move.

Explosion (TM 47)
Power - 350
PP - 5
Type - Normal
Accuracy - 100%
Comments - THE most powerful move in the game. It's power is a WHOPPING 350, more than twice the second-most powerful move in the game(Hyper Beam). Obviously, this move must come at a price, and that is the obliteration of the exploding Pokémon. However, even so, the immense power of the move makes some call it "The accurate Fissure".
Special Effect - Exploding Pokémon faints

Fire Blast (TM 38)

Accuracy - 84%
Comments - The most powerful Fire move in the game. It's slightly inaccurate, but it still this pretty often, as seen by it's accuracy rating. The only thing that this great Fire move has against it is it's slight lack of PPs. The fight between it and Flamethrower for the Best Fire Move is never-ending.
Special Effect - 30% chance of Burn

Fire Punch

Accuracy - 100%
Comments - Well, it's a punch with fire on it. Not too powerful, it's more accurate than Fire Blast, but in the long run, Fire Blast will be doing more damage. The only factor here is PP, and Flamethrower has better Power with the same number of PPs anyway, so this move is really all but useless.
Special Effect - 10% chance of Burn

Fire Spin
Power - 15
PP - 15
Type - Fire
Accuracy - 69%
Comments - ...Horrible. Pathetic power which, if you're EXTRMELY lucky, may do the same damage as Fire Punch. Horrible accuracy means that you won't hit with it very often. Many people love to combine this move with Toxic to make something of a delay-and-kill strategy, but that falls flat on it's face when you realize switching negates BOTH badly-poisoned AND Fire Spin's hold...

Fissure (TM 27)
Power - Infinite
PP - 5
Type - Ground
Accuracy - 29%
Comments - Yes, you read the accuracy rating correctly. 29 friggin percent. On the other hand, it IS a one-hit knockout, guranteed to kill. But with that horrible accuracy, it's not like you're going to hit with this often, and you'd be hit HARD while trying to hit with this move. It's Ground type also means it has no effect on Flying types. Most one-hit KOs are crap, and this is no difference.

Flamethrower
Power - 95

Type - Fire
Accuracy - 100%
Comments - The alternative to Fire Blast. Better in the fact that it has more PPs and better accuracy, worse in power. If you need a Fire move, go for this or Fire Blast.
Special Effect - 10% chance of Burn

Flash (HM 05)
Power - 0
PP - 20
Type - Normal
Accuracy - 69%
Comments - ...Blah. It may seem good in the game, but you'll soon realize that it SUCKS in link cable battles, since a switch neutralizes it. Furthermore, it's accuracy is horrible, meaning that you'll have to spend WAY more than 6 turns unarming the opponent's Pokémon. Then they switch. Not a good move. Keep it on a level 16 VoltorB.
Special Effect - Lower's opponent's accuracy, lights up Rock Tunnel

Pokémon (HM) - All Electric types, all Psychic types except Exeggutor and Jynx, Clefable, Wigglytuff, Chansey, Porygon
Fly (HM 02)
Power - 70

Type - Flying
Accuracy - 94%
Comments - Back-to-back HM moves. And back-to-back crappy moves as well. Fly is the Dig of the Flying type, except it's even weaker than before, and not totally accurate either. Go for Drill Peck, or if it can't learn it, even Sky Attack is a better option.
Special Effect - Invulnerable after Flying up into the air, teleport to any town(can only be used outdoors)
Pokémon (N) - None
Pokémon (HM) - All Flying types except Charizard, Gyarados and Dragonite
Focus Energy
Power - 0
PP - 30
Type - Normal
Accuaracy - 100%
Comments - Although it isn't SUPPOSED to be, this move is all but useless in R/B, since it apparently doesn't work. In Stadium, though...
Special Effect - Increased chance of critical hit, Stadium/Gold/Silver only

Comments - I've slowly changed my opinion about Rest. At first, I thought it was total crap. But now, I've been using it on hard-to-kill Pokémon like Snorlax and Tauros, and it can really work a charm. It works best if you use it on a Pokémon with a naturally high Defensive stat(either Defense or Special) and a move to raise the other defensive stat. For example, Slowbro has naturally high Defense and HP. His Special isn't spectacular, but can be raised with Amnesia. Also, Rest works well with Double Team, since if they can't hit you, they won't hurt you. However, the one major side effect of this move is one it practically has no control over - It can make matches REALLY boring when you have two fully Double Teamed Resting Pokémon up against each other.

Most of the Pokémon who learn this move have low Strength ratings too, making this move "perfect" in that sense.

This may not seem like too much, but for some Pokémon like Chansey, they can take the damage and deal it back well, and for ones like Clefable with fairly weak offensive stats but good Defensive stats, this move can come in handy. Consider this on practically any Pokémon who can learn it.

Comments - I'll admit that I prefer to use the high-power, low-accuracy moves rather than the high-accuracy, lower power moves. However, even THIS I wouldn't touch. The accuracy is just too bad to work with(I've managed to miss with this move up to 5 times!), and there isn't even a better chance of paralyzing than Thunderbolt. Generally, the aforementioned move would be the better chice.

Accuracy - 84%
Comments - This seems like the usual Poisoning move at first, but there's a nasty catch to it - instead of removing a set amount of HP each turn, it removes an amount of HP the first turn, then twice the amount of HP the next turn, then 3 times the amount of HP the enxt turn, etc. However, the one thing that blows this whole thing into the air - It switches to normal Poison after the opponent switches his Pokémon, and Poison is usually the worst status change. This move is only good for forcing a switch, but after the opponent switches, it could just switch back to the original Pokémon with no objections whatsoever.

Accuracy - 100%
Comments - The move which collapses possibly the worst Pokémon in the game. When you use this move, you Transform into the opponent's Pokémon, copying it's type(s), moves and stats. However, you only get 5 PP for each move, and you DON'T copy the HP, which means that the opponent would probably win anyway.

Comments - Well, it's yet another Normal move. And it's STILL inferior to Body Slam. What a surprise...

Comments - Possibly the best Bug move in the game, it's at least more reliable than Pin Missile. However, it deals rather pitiful damage compared to other elements, which just goes to show how terrible the Bug type is offensively. Not to mention that the single Pokémon who learns this move quite frankly sucks.

Comments - Simply pathetic. Even Mega Drain outpowers this move, and has just as many PPs. Another "beginner's" attack.

Water Gun

Accuracy - 100%
Comments - This move comes right after Vine Whip, and rather appropriately so. They're both almost the exact same, except for a slight difference in Power and an obvious difference in type. Pretty much useless.

Comments - Signature Water moves are usually pretty powerful, like Crabhammer and Clamp. This move breaks that "tradition", though. It's exactly the same as Surf, except Surf has 15 more power. it won't be difficult to figure out which one is better to use now, would it?...

Comments - Eh, it's basically Roar with even less accuracy. In other words, nearly useless. Running away would be faster, anyway...

Pokémon (TM) - All Flying Pokémon except Charizard, Gyarados and Dragonite

Comments - These moves are starting to get boring, eh? This move is quite simply Peck in another guise. Those wacky desginers.

Accuracy - 100%
Comments - Once again, all it does is raise your Defense. Like Harden, Defense Curl and the like. And still, it seems that Pokémon who don't NEED it, learn it.

Wrap
Power - 15
PP - 20
Type - Normal
Accuracy - 84%
Comments - Another holding move, which is rather easily taken out by a switch. If you're using it on a fast Pokémon, then you could try using this move to slowly whittle your opponent's bench down, but it's accuracy isn't perfect, and more often than not you'll eventually miss, leaving you open to a hit to what would almost certainly be a Super Effective shot, if your opponent has been switching wisely. This combo with Toxic also falls because of the same reason.
Special Effect - Hits 2-5 times in the same amount of turns
Pokémon (N) - Arbok(Start), Victreebel(13), Tentacruel(13), Lickitung(Start)
Now, for all the stars I've made...
For Nidoqueen to learn Body Slam, you have to evolve her into Nidoqueen before level 23. She'll learn it at that level.
Butterfree and Beedrill only learns Harden if you catch it as Metapod and Kakuna respectively.
Poliwrath doesn't learn Psychic, but Poliwhirl does.
Rapidash doesn't learn Rest, but Ponyta does.
Golbat can't learn Sky Attack, but Zubat can.
To make Cloyster learn Spike Cannon, evolve him before level 50. He'll learn it at that level.
Once again, Dodrio doesn't learn Swift, but Doduo does.
Rhydon can't learn Teleport, but Rhyhorn can.
To make Nidoking learn Thrash, do the same as for Nidoqueen.
