The Villain's Lieutenant

The villain's lieutenant is usually a bully and thug - he lacks the vision to build his own little empire of crime but he is strong enough and amoral enough to serve as enforcer for someone even nastier than he is.

They do share some general characteristics - a stunted moral sense (otherwise, they'd be a Trusted Sidekick, not a Villain's Lieutenant) linked with a solid grasp of the fundamentals of causing bodily harm.

Within this broad definition, lieutenants can vary in personality - they may be devoted followers of their villainous boss, hard-core gangsters working their way up, or treacherous swine ready to betray their superior as soon as they think the moment is ripe.
