ISFC History and Long Range Plans

 

This is a continual work in progress and will be altered as Imperial Policy changes or other outside influences force us to adapt.

Past Happenings: The ISF&MC in its current form started forming around October 97. Initially 5 squadrons were formed, (Ultima, Omega, Demon, Alpha and Scimitar) under the leadership of LC Starcrusher. Things moved slowly at 1st till subordinate leaders began to take initiative and take charge of things. Captains Antara, Wolf and Tarkeel emerged as capable leaders of their respective squadrons (Ultima, Omega and Demon).

In February 98, Captain Antara was promoted to Major and to the position of SFC XO. The ISF&MC roster page was developed, emerging from the original Ultima squadron homepage. More GM's were recruited and the squadrons began adventuring. Having serious problems with inactive players, the ISF&MC developed a policy to ensure activity. Dropping those pilots that became inactive to the reserves, making room for active players to take their place.

April 98, with success starting to show in the ISF&MC the 5 original squadrons were full. Additional pilots were waiting to join, coming to a decision it was decided to form 4 additional squadrons (Punisher, Ghoul, Wraith and Phoenix) rather than packing the original squadrons with more pilots. 6 PC's is about the limit 1 GM can handle anyway and any more that that makes turns take too long.

The ever increasing load of work was taking its toll on the two senior leaders of the ISF&MC, VA Starcrusher (Starcrusher had been promoted during this time) and Major Antara. Things weren't getting accomplished in a timely manner. More delegating of responsibility was needed to free time up so these officers could continue doing the high level work of supporting the ISF&MC. Captains Wolf and Tarkeel were selected as Wing Commanders to take on some of the responsibility, they were Brevetted to the Rank of Major and later were permanently promoted to this rank, Major Antara was also promoted to Commander. The 9 squadrons were organized into two wings (Slayer Wing consisted of Demon, Alpha, Punisher and Ghoul squadrons) (Devastator Wing consisted of Omega, Scimitar, Phoenix and Wraith squadrons.

May 98, Captain Von Tappan of Ultima squadron volunteered to lead the ISF&MC Academy. A position that had not been filled yet because of the extreme amount of work involved. Through strenuous negotiations he was enrolled in the academies of the Navy and Army to gain knowledge of their way of doing business. He started work on the BSC (Basic Starfighter Course) for the beginning level of ISF&MC pilots. Class 01-98 was begun 29 May 98. Future Instructors were identified and enrolled in this 1st class.

June 98, the overall Commandant of the Military Academies resigned, Von Tappan has been nominated as his replacement. ISF&MC popularity is rising, the amount and quality of applicants is growing, the 9 current squadrons will be filled within another month or so.

21 June 98, The ISF&MC is officially its own branch independent of the Navy. Vice Admiral Starcrusher is promoted to High Commander and is now no longer a Navy member but a member of the ISF&MC. High Commander is rank level 1 and is the equivalent of Grand Admiral.

8 July 98 we currently stand at about 45 active pilots. These are divided up into 2 wings 9 squadrons total. Soon 4 more squadrons will be added to fill both current wings up at 6 squadrons each, Ultima squadron will remain outside the Wings.

17 July 98 - We have over 50 current pilots and 4 additional squadrons are now forming. Scorpion squadron and Vanguard squadron have been created and are commanded by Major Brin and Captain McGreggor respectively. Brevet Major Von Tappan was appointed to the position of Director of the Imperial Academies, in this he is head of all Imperial Branches academies (Navy, Army, SFC).

3 October 1998 - The Supreme Commander has directed that he wants 8 wings of stafighter pilots, 1 wing for each sector. That will be 256 pilots to fill up 8 wings. We currently stand at around 60 pilots. Growth is currently slow, I can't foresee it happening anytime soon. Possibilities include starting the 8 wings with one squadron each.

27 August 1999 - The new ISF&MC roster is almost complete thanks to Major Fontin.  The ISF&MC has experienced a brief   absence of leadership.  High Commander Starcrusher has returned to his home in the Navy, leaving the ISF&MC under the control of Major General Antara, who has gone missing in action.  Brevet Commander Von Tappan takes extended leave and numerous other command changes have taken place, taking us to the present.  Commander Jennifer Christman, Acting CO, ISF&MC has begun to whip the ISF&MC into shape.  Slayer wing has been decommissioned leaving only Devastator, Assassin and Nightmare Wings under the command of Commander Christman,  Major Henuri (missing) and Commander Brin respectively.

Wing Commanders now have 3 ISD-I's, 1 Interdictor Cruiser, 2 Dreadnaughts, 3 Nebulon-B Frigates, 4 Lancer Cruisers and 2 Cassack Cruisers under their command, making them equivalent to a Naval Line Captain.  Commander Christman has introduced 5 new Staff positions:

S-1 - Adjutant
S-2 - Security Officer
S-3 - Logistics Officer
S-4 - Supply Officer
S-5 - Public Relations Officer

Staff Officers are ranked Major to Major General, but are not eligible for line command.  They CANNOT be Squadron Commanders or Wing Commanders.  Therefore Wing Commanders outrank staff officers.  All staff officers are members of Black Widow Squadron, the fleet honor guard.

Long Range Plans: The Supreme Commander has requested 8 full wings of starfighter pilots (6 squadrons each), one for each sector.   So far we have only 3 wings, but  as predicted, enrollment after the release of Star Wars: The Phantom Menace has sky rocketed.  Experimentation with 9 man squadrons (3 flights of 3) has begun and the switch from USAF squadron formations to SWE squadron formations (as depicted in the flight simulators) will be phased in.

Eventual Command Structure:  Hopefully, the command structure will eventually look like this, although it will be awhile yet.

This being the first quarterly briefing in the history of the ISFC, and the reestablishment of command and the council, I feel it is a good time to brief you all on what I expect in the briefings.

First the Wing Commanders.

You are my eyes and ears out there. I can't possibly know all the wants, needs, fears, desires and actions of our pilots. I need you to tell me who is active or inactive, who is ready for BSC, SLC or WC2 (to be activated this year!). And who is qualified to be promoted.

Assignment descriptions and plans for the future. (i.e., the S-1 might say, I plan to organize a pilot roster broken down by rank for all pilots listing who has gone through which academy classes.)

It is assumed that you have a few NPCs working for you in your staff...i.e. a secretary or assistant or something.

ISFC S-1 (Adjutant):

The S-1 is responsible for keeping the personnel records up to date, assisting the ISFC Commander and handling problems that may arise.

ISFC S-2 (Security and Intelligence Chief):

The S-2 is in charge of conducting security for visiting dignitaries, running the 'MPs,' all ISFC Intelligence Departments and providing CSP (Cover Space Patrol).

*Who hasn't reported in for roll call?
*Report on prisoners (as may be acquired in the larger tactical picture)
*Status report on the security of the ISFC from infiltration.
*Personal Security for incoming dignitaries.


ISFC S-3 (Logistics):

The Logistics officer is in charge of conducting and organizing large scale operations.

*Is there any large operation being planned? (ex. A huge promotion order, SC attended ceremony?)
*Work with the staff on getting things organized and implemented.


ISFC S-4 (Supply):

Supply officer is pretty self explanatory. He or she is in charge of the financial accounts of all officers of the ISFC, he or she is in charge of all acquisitions or sales of ISFC officers and he or she may be required to run the ISFC Branch accounts at some later date.

*Keep a listing of all officers who are in the ISFC, when they joined and what purchases they have made. I would suggest using a spreadsheet for this. That way you can auto-format the cells so that you don't have to update it.
*Handle requisition forms. (I would suggest making a standard form on the internet that people can fill out to order new gear.)


ISFC S-5 (Public Relations):

Public Relations officer is responsible for keep track of pilot birth dates and organizing parties for said pilots. He or she is also in charge of handling award ceremonies, promotion ceremonies and special ceremonies. He or she is also my Liaison Officer to the Navy, Army and Dark Jedi's.

*Are there any updates I need to know about from the navy, army or dark Jedi? If so what are they.
*You are my mouth to lesser dignitaries. I don't have time to waste with local governors or mid-ranked captured officers. If it is the SC or the President of the NR, then you better tell me they are here, but other then that, use your judgment on whether or not I need to be disturbed.


Liaison Officers:

Keep me posted on the affairs of your organization. Who is in command, who is in executive command, who you are so I can contact you. It's pretty difficult to organize a long range attack with TIE Fighters if I have no naval support to bring me there, and its difficult to land and refuel on planet if I have no army to cover my rear. Likewise it's almost impossible for the Navy to repel a starfighter attack without star-fighter support, or the Army to assault a planet without fighter cover. So lets work together.

I don't think I missed anyone, so let me start with my part of the briefing now:



High Commander's Report:

The ISFC is taking shape. I plan to open 3 more wings in the next year, but this depends on whether or not we get enough approved pilots.

SC K'Tar has assured me that the applicant process is being routed to the right address now, so that should help.

I have just briefed my command staff on their responsibilities, and it looks like things should be rolling soon.

Report on Assassin Wing

Assassin Wing is in bad shape. First, its hardly know which squadron
belongs to which. I had to scrounge to find the necessary information. Its
good to hear that the roster pages are being updated.
Second, with the exception of Phoenix, the wing is undermanned. Viper is
at 50% and Scimitar is at 30%. I would like to request these spots be filled
ASAP.
Assassin Headquarters is located aboard the ISD Avenger. Its subspace
address it www.oocities.org/SiliconValley/Peaks/8159/Assassin/. Its still
in shambles after a NR attack that caused the late Major Henuri to disappear.
I would like to alert the Imperial Intelligence agent assigned to the ISFC
to investigate this.
Squadron Headquarters are not yet set as many are being reassigned to
capital ships. Phoenix is assigned to the ISD Avenger at

Status of Phoenix
Phoenix has a good service record. In its course, it has lost only two
pilots to inactivity. Recently, however, Captain Dagor was forced to leave
for military service and Major Nacht and Captain Tedek have been transferred
to Black Widow. So Phoenix is has three open slots.
As for the BSC, Captain Tedek and Durasha have not taken it.

ISFC S-1's Report-Major Fontin

Adjutants department is in construction of new web pages and rosters for the ISFC. This is about 90% completed at this time.

There are no future projects listed at this time.



ISFC S-2's Report-Brevet Major Nacht

Attention: This is my first official report in this position. I will discuss
several points of interest later on which I'd like you to take as protocol
for certain events/procedures. Current State:
The security detail responsible for reporting incidents regarding
the misbehavior of pilots or other members of the ISFC had a low profile so
far. I will see to the structure of this particular unit in the near future.

Roll Calls As each Squadron Commander supervises the Roll Calls
and would be the first to detect any
Pilots AWOL, I need a report from the wing
commanders regarding those Calls. If a pilot is reported AWOL, I want to be
informed ASAP. Each pilots returning after more than a week of R&R has to do
a medical check, proofing his identity as well as his psychological fitness.
Particular weight is to be put on all checks regarding his mind. Security duty.
In the case of a dignitary visiting us, the overall command of
security is in my hands. I need the names of those pilots, who could
function as well on the ground as in their craft. In my opinion, that should
be every pilots who could battle a storm trooper one-on-one and be the one
standing after the fight. I also need the names of those members of your
crews who display special skills (extraordinary sensor operators,
technicians, people fit with encryptions, blasters, melee weapons and soon...)
IF THERE IS A BEING AMONG YOUR CREWS WHO IS SENSITIVE TO THE FORCE,
HE IS TO BE REPORTED IMMEDIATELY TO ME.
At the moment, honor guard duty remains within the reigns of the Black
Widows, until I had the time to check the performances of the various
squadrons. Those working hard and true to the Empire might get the honor to
be chosen as escort for a VIP.
A more detailed report will appear once I have returned from those
investigations.

ISFC S-3's Report-Major Dreamweaver

Accomplished this month -None

Goals -
1. Something that I would like to see, especially if three new wings are to
be added, is to see a change in the ranking system. I'd like to propose to
increase the number of ranks. If that many new pilots are to be added, I
think new ranks should also be created. Granted, this may seem like it just
complicates matters, but the way I see it, it will give a greater diversity
and more developed command structure.

Now we have (in my view) about three attainable ranks maximum. I'd like to
insert a few ranks between those of Major and Captain. In this way, Squadron
CO's should be about a Major, XO's a slightly lesser one, and then either
leave the Flight Leaders as Captains, or give them yet another rank.

(Fleet Commander's Addendum: Unfortunately Imperial High Command has only allotted for
7 pay grades, Lieutenant, Captain, Major, Commander, Major General, High Commander and
Lord General. What I have always wanted to do is add in lesser ranks which are the
same pay grade, but of lesser importance, such as 2nd Lieutenant and Lieutenant Commander.
I will delve further with this idea this month.)

If this sounds like it would only make matters worse or more confusing, by
all means, don't allow this idea to progress. And on a last note, remember
it is only and idea, not some life's dream of mine.



ISFC S-4's Report-Major Lorins

After being told my responsibilities in detail, I have set to work trying to
get everything organized. This organization includes creating an account for
each pilot of the ISFC in order to keep track of all acquisitions/sales that
he/she may take part in. Also this includes acquiring an index of list
prices for all of the items which may possibly be requested/required of the
ISFC. I also need to confirm from the wing commanders the dates of when
their pilots entered into the service of the ISFC and I need to create a
standard requisition form to be filled out for each desired purchase by the
pilot involved.

ISFC S-5's Report-Captain Tedek

Currently we are trying to set up communications between all branches of the Empire.

Planned in the future is a wedding between two of our pilots, HC Christman is expected to attend along with the majority of the Command Staff.

There is no past duties to report.


Attention to orders, general order number 0102-0502/1448:31. 


Ranks will be as follows. Officers not yet assigned to a unit will hold the rank of Cadet (Cdt.) Cadets will wear a pin which is gray with the letter AF emblazoned upon it. Cadets do not wear a colored flash as they are not officer in the Imperial Military but rather children assigned to their commanding officer. Their commanding officer is to treat them as if they were their own child keeping in mind these men and women will one day be serving the Empire as officers. Legal guardianship of cadets is in the hands of the Commandant of Cadets. Lieutenants (NPCs only) are abbreviated as Lt. A Lieutenant wears one red flash over one blue flash. Captains are abbreviated as Capt.. A Captain wears two red flashes over two blue flashes. Captains command elements in the starfighter corps. Majors are abbreviated Mir. and wear 3 red flashes over 3 blue flashes. Majors are executive officers of squadrons. Commanders are abbreviated as Com. and wear four red flashes over four blue flashes. Commanders command entire squadrons. Major Generals are abbreviated as MGN. and wear five red flashes over five blue flashes. Major Generals command entire wings of starfighters and are responsible for accomplishing ALL starfighter related missions in their designated sectors. Generals, abbreviated as Gen., wear six red flashes over six blue flashes and are second in command to the fleet commander. High Commanders, abbreviated as HCM, is in command of all imperial starfighter corps forces. High Commanders wear six blue flashes over three red flashes and three gold flashes. As per request from the Emperor, the fleet will be made manifest in seven wings and will restore order and justice to the stars! Each wing will protect it's own sector in the Second Imperium under direct command of its wing commander and in collusion with naval and army detachments.

Each wing commander will represent their wing for council meetings if and when they are convened.

The senior wing commander will also be the fleet commander. 

The following chart tentatively breaks down the wings and their squadrons. Once confirmed, wing commanders may change the names of their squadrons upon approval from the senior wing commander.

New pilots will go through basic starfighter course before being assigned to their respective units. Once successful completion of BSC has occurred the pilot will be awarded a merit of completion that will be worn above the right breast pocket and parallel to the rank insignia. Pilots will adorn their left shoulder with the seal of the Empire with the seal of the Starfighter Corps beneath, likewise the right shoulder with the seal of their wing and squadron.

Protective headgear may be decorated in taste. Pilots will refrain from making political or inflammatory statements with their headgear, however images of animals, activities and the like may be represented provided the gear itself is undamaged. Likewise fighters may be adorned with silhouettes representing kills. The silhouette will be in the basic shape and configuration for said kill and will be placed three inches below the pilot's name on the port side of the craft. No other craft decorations are permissible. Head cover is required at all times while on the flight deck.

A full listing of awards can be located on the fleet headquarters pages. Rank cylinders will be accurately represented shortly as well as the roster.

The wardens are disbanded. In their place the chain of command will assume the role the wardens previously performed. Squadron Commanders are now authorized to fine pilots up to and including one month's pay and confinement to quarters not to exceed one week. Wing Commanders are authorized to fine a pilot up to and including three month's pay and confinement not to exceed one year. Senior Wing Commander is authorized to fine a pilot up to five years (or a full contract) pay, indefinite confinement and capital punishment. Punishment will be in accordance with precedent as demonstrated in prior cases of Imperial Law. 

Furthermore, it is now a capital offense to touch, or manhandle, the Emperor, Lady Admiral, High Commander, Surface Marshal and/or Grand Admiral. These officers are plenipotentiaries of the one true government and shall be afforded the utmost respect at all times. Officers or crew observed touching the aforementioned officers without prior, expressed consent may be burned on the spot.

NPCs will be using the standard TIE Pilot template as found in the Imperial Sourcebook released by West End Games on page 42. (Also located on the main fleet pages.) This template goes for all NPCs in the starfighter corps whether they be pilots, random officers or barmaids.

Staff positions will now be filled by NPCs for role-playing purposes only. This is so fleet command may complete progress reports in a timely fashion. Staff NPCs will be ranked Major and will be assigned to Zeta Squadron. The bartender is ranked Captain. They will be known as: 

Major Tolliver, Edgar (Adjutant): Director of Personnel.
Major Seafort, Nicholas (Security Chief): Master-at-Arms.
Major Sanders, Arlene (Logistics): Accuracy and Maintenance.
Major Allen, Zackery (Supply): Quartermaster.
Major Carr, Derek (Public Relations): Morale.
Captain Knight, Michael (Bartender): Barkeep.

Formations and procedures will be posted on the main fleet web page as to keep all pilots informed on how each formation is achieved and what it appears like. Also, each formation has its distinct functions. I will attempt to list all the pros and cons to each formation and how to use them most effectively.

OOC: ok, we just reached a nice comprimise between SFC High Command and Imperial High Command.

So here is what I'm doing; I am hereby authorizing Battle Group Commanders to restructure their wings as they see fit (From there Wing Commanders can organize their wings, etc). You may station them where you wish in your sectors as well, however try to keep your supply in mind when you do so.

(PS: This means you can transfer all Players to one squadron, *wink* So talk it over with your fellow players, see what they want. Also, GMs, this means you do not have to run Wing sized missions but can perform regular squadron missions as before.)

Tentatively each wing has the following fighters to be assigned as Wing Commanders see fit. 2 Squadrons of TIE Advanced, 2 Squadrons of TIE Interceptors, 1 Squadron Assault Gunboats, 1 Squadron of TIE Bombers, 1 Carrier (Capacity: 6 Squadrons) and 2 Dreadnaughts (Capacity: 1 Squadron [this will do nicely as a backup place to land if you loose your carrier, mind you!]).

Zeta Squadron will be flying the old Black Widow Defenders in place of one squadron of TIE Advanced.

Fleet Headquarters is an ISD-II unless I am informed otherwise. This is in place of the rendali defense platform (which in my mind makes a beautiful target for pirates and sabotuers, but does little other good. /shrug.)

General Frim, please contact me via ICQ so we can get the personnel files straight. I'm sure BGM Samuel would love to know what is happening. *smile*

June 2001:

Due to popular request, the fleet has once again been restructured so players are clustered into small squadrons.  

The Staff is also resurrected, each wing commander is now a staff member as well as his own wing commander.  It is assumed that each staff officer has representatives located in each wing to facilitate the needs of the fleet.

Personnel Department (Fleet Adjutant) will be handled by High Commander Christman and in conjunction with Fleet Game Master Samuel Garcia.  The primary role of the adjutant is to command the staff, assign personnel and maintain the fleet headquarters (web page.)

Intelligence and Security (Chief Security Officer) will be handled by Major General Jeremias Nacht.  Duties will include receiving and deciphering intelligence forwarded to the fleet by CompNOR as well as collecting and forwarding intelligence to CompNOR.  The Department of Security will also deploy StormTroopers in such a way as to protect personnel and equipment from criminal elements.

Logistics will be handled by Major General Viktor Ulmar.  Logistics will include all efforts to coordinate maneuvers with the Imperial Navy, Imperial Army and Imperial Deathstar branches. (As of yet this is a non-functioning position.  It is my hope to work closer with the Imperial Navy in the near future as they are our method of transportation.)

Supply and Finance office will be run by General Gilga Frim.  Supply and Finance will be responsible for signing paychits to all officers and enlisted support crew as well as purchase and maintain all equipment for the fleet.

Morale and Public Relations will be handled by Major General Jadzia Lorins.

 

Also, this month we have been reassigned new fighters.  Currently each wing will be assigned 24 TIE Interceptors with 2D shields, 24 TIE Bombers, 12 Scimitar Assault Bombers (except Agamemnon which was assigned 12 Starwing Assault Gunboats) and 12 TIE RCs.  Our normal compliment of fighters has been reassigned to other duties such as defending the Death Star 3 and naval ships of the line.

It is the hope of this administration that in the near future we will be assigned the fighters needed to do our job to the best of our ability.  Pilots are to keep in mind that we are the best of the best, and as such we are expected to perform miracles with nothing but matchsticks and bubblegum.

 

13 August, 2001

Imperial High Command has authorized the transfer of some 84 TIE Advanced from their previous assignments to the Imperial Starfighter Corps.  These fighters are to be divided into 7 squadrons of 12 fighters each and will be placed at the disposal of one squadron to each wing commander.

Also, this day we have been assigned a new Branch Game Master.  One Adam Soulness will be acting as the branch game master until such time as Samuel Garcia returns or he fills his shoes.  May he last longer then his predecessors!
