A southerner, the wise-cracking Allen thought of himself as the strongest karate fighter in America, until he lost in the first fight of a tournament. The challenger was Ken. After the fight Ken assured him that he was still a big fish in a little pond, and should move onto a bigger pond. Allen took Ken's advice and entered the fourth Street Fighter tournament to challenge him once again. Allen's vigorous training previous to the tournament had paid off, and when Ken and Allen fought, Ken was taken aback by Allen's power. Of course Ken won, but had to release nearly all of his power to do so, proving that Allen was one of the strongest fighters in the world.
