Charlie is a US soldier and best friends with William Guile. He and Guile were members of an elite special forces unit in Cambodia. They were victims of a cruel experiment conducted the mastermind by a mysterious syndicate known as the Shadowloo. Their entire unit was the unwilling test subject for a violent drug known as DOLL, and all of the other members of the force ended up killing each other. The two friends were captured by the Shadowloo after escaping their brush with death. It was in their captivity where they heard their first clue, the killer's name: Bison. Guile and Charlie then escaped.

Charlie and Guile were sent in by the US military forces to bring in Bison. This led Charlie to the first Alpha tournament in search of the mad dictator. He confronted Bison, seeking to bring him in on drug trafficking, murder, and other charges too numerous to count. Bison quickly showed Charlie that he was a force to be reckoned with, and left him for dead after an attack from behind. But Charlie survived, and returned to seek revenge against Bison. However, this time Charlie would not be so lucky. After another confrontation wth Bison, a Shadowloo soldier shot and murdered Charlie, and he plunged down a waterfall to his death.
