Fei Long ("Flying Dragon," Chinese) is a very skilled Kung Fu practitioner from Hong Kong. A local legend in fighting circles, Fei Long is often compared to the great Bruce Lee because of his small, yet powerful and incredibly fast frame. Although Fei Long wishes to someday make movies for a living as a great martial arts actor, the way of Kung Fu has taught him a different path, and he was content to participate in the world of Street Fighting.

Fei Long met his match in the form of Ryu, the Street Fighter champion. In a very brutal bout, Fei Long and Ryu fought as onlookers placed bets. Ryu eventually defeated Fei Long, and it was through Fei Long that Ryu first heard of the Shadowloo organization.

Fortune was on Fei Long's side that day, as a famous director was in the audience watching Ryu and Fei Long fight. He was amazed by Fei Long's uncanny speed and power, and searched for him, intending to cast him in his next big budget martial-arts film. Fei Long got the part, and became a hit martial arts actor, thus fulfilling his lifelong ambition. However, he knew he had found great competition that day, and entered the second Street Fighter tournament to seek a rematch with Ryu. However, he met up with and was defeated by Ken. He returned home to film his next movie, and sought to improve his skills so that one day he could defeat Ryu...
