Hugo Andore is a huge professional German wrestler. He once walked the path of crime as part of the infamous Mad Gear gang, but has since turned his life around, and has risen to the top of the wrestling world, and is now a champion. Hugo wants more out of wrestling, however, and seeks to perhaps enter the tag team ranks. Not finding anyone who would like to team up with him (due to his filthy hygiene and demeanor), he decides to enter the third Street Fighter tournament in search of a partner. He and his manager Poison (or Roxy?) then hit the road.

Hugo finds several individuals he considers worthy of being his tag team partner: Ryu, Alex, and believe it or not, Elena, whom he is mystified by. But first, he is confronted by Alex in battle. He asked Alex to join forces with him in the tag team ranks of wrestling, but Alex laughed right in his face. So Hugo made him a wager: If Hugo beats Alex, Alex must then become his partner. Alex accepts the wager, and the two square off. Alex eventually overcame Hugo in battle. Accepting his defeat, Hugo returns to the ring, once again a loner, but hopes to one day find the long-legged Elena once again, and perhaps convince her to become his partner in the squared-circle...
