Urien, much like his brother Gill, is shrouded in secrecy. Nothing is known about him save that he belongs to the same secret order as his brother, and has powers which are similar to that of his brother. He is also known to be quite envious of Gill, and wants the office of President for himself. Urien, Gill's second in command, is a very cultured man, yet has a very violent nature and dark heart. Due to his building up of his body to its physical potential, he calls himself "The Iron Body."

In the third Street Fighter tournament, Urien enters to try to get a shot at his brother Gill, and to prove to the Elders that he should be president. He never gets his chance, as many of the Street Fighters bring down the secret order. He himself contends with Ken Masters after the kidnapping of Sean. Ken defeats him in a violent struggle while Sean watches helplessly, while his brother Gill is defeated by Ryu. In the aftermath, The elders, realizing the jealousy that Urien faces, promote him to the office of President in hopes of teaching him a lesson. For he must come face to face and answer to the newly elected emperor, which is none other than...Gill!
