Note: Raichu cannot learn any attacks by level, so I suggest evolving Pikachu after it learns all of the attacks you wanted.
Where is it?
Pikachus rarely appear in the Viridian Forest, but you may find one if you're patient and lucky enough. If you don't want to walk around all day looking for a mouse in a forest, go to the Power Plant. There are many Pikachus there, and even some Raichus.
