"Younger" doesn't refer to the Vampires apparent age, but rather to the amount of time he or she has been a Vampire for. "Young" Vampires tend to be more attached to their human roots and may even still have a certain amount of empathy for their prey, having not long ago been amongst their number. At the same time New Vampires are just learning how to deal with their amazing abilities, sometimes it all goes to their head making the Vampire more cocky and foolhardy than his older, wiser counterparts.

Concerning powers I usually give Vampire NPC's 2 points of powers per month old divided between up to 3 powers. After 6 months old the Vampire gets another point every 6 months and may use an additional power. When they reach 3 years (at this point they will have about 17 points of powers) then they get 1 point every 10 years in up to 5 powers 'till 10 years old (taking him up to 27 points) then 1 point every 50 years after that....it all varies though
Vampires who have been around for a while get a lot of respect from the Vampire comunity they are probably associated with. They will have created several Vampires in their wake and may have amassed entire fortunes in their years on Earth and have households of Ghoul staff to protect them. Dracula is considered an Elder Vampire (and his stats are apparently appearing in the upcoming Rascals, Varmits & Critters out early next year). These Elder Vampires are more powerful by far than their younger counterparts and have a kind of detached aloofness which sets tham apart from humanity, which they left so many years ago. They have more powers than younger Vampires and are more capable with them, they also tend to have more energy (wind) as their age increases and may also feed less often. Their years of experience are also reflected in their much higher skills and knowlegdes, in Vampire terms 10 years of intensive Martial Arts training to a human is but 10 minutes of mild distraction to an Elder Vampire...

Von Hister's Knowledge trait is unusually high due to his 250 years or so of existance on Earth (213 years of that as a Vampire) he would have had several different careers during that time and a quarter of a century of history at his side - he could have read countless books and seen many things. As far as his posessions are concerned by now Von Hister could have built up buisinesses or even Empires with his knowledge, so consider him at least having large estates, a fleet of carriages, dozens of well bred horses, plenty of Ghould servants and animals, at least $500,000 availiable to him and contacts amongst the government, church, and military (some of whom may be Vampires themselves!)
