Xara Webster
Create your own bullets, buttons and headings, or import clip-art, drawings & images from your existing graphics program or the massive Xara professional clip-art library. Xara Webster will then output super-smooth GIFs and JPEGs for the Web, or compact, eye-catching animated GIFs.

Splash! ImageMapper
The Splash! Image Mapper is a standalone image mapper with the smooth interface of the Splash! Web Authoring program. It is a new tool for users who want to quickly generate the laborious code needed for client side image-maps. It will copy code to the clipboard for easy insertion into any HTML editor.

Ulead Web Album 4.0
This program is the best image management system I've come across. It also happens to have the ability to generate a HTML page complete with thumbnails labeled with the info you want. You're mad if you don't check it out

Kai's Power Tools
Kai's Power Tools is, as its name implies, a powerful extension set and toolkit for both professional and novice graphic designers. Among its features are the Texture Explorer, which lets you zoom and pan infinitely through your textures and enhance them with built-in color convolution control; the Gradient Designer, with which you can create complex color blends; and real-time previews.

Use this to create GIF animations in any application.

Reptile

Reptile is a cool application that lets you create funky backgrounds. Limited only by your creativity, Reptile allows you to easily produce any combination of wavy, bubbly, organic, big, small, wide, narrow, rough, or smooth textures. Besides generating a vast range of shapes and surfaces, the program also features a great way to color the textures to achieve the look and feel you require.
