General Description:
Visira is a vile and dark stain upon the shores of the Tylyryn Sea. Surrounded by a high curtain wall, the fortified township is a festering realm of disease and uncleanliness. Seemingly imprisoned in shadows, Visira's narrow roads wind between her tall buildings. Occasional rays of sunlight find their way between the walls and through the tightly packed houses, and glimpse roads wet with refuse, blood, and sewage. Morning and evening fogs eternally blanket the town, keeping the air thick with the stench of rotting flesh, vomit and human refuse.

Visira is notorious as a haven to the lawless, and it is here that the slavers and pirates of the Tylyryn come to sell their prisoners and to squander their plunder. The taverns and wiles of Visira are a hypnotic seduction to many, and it is said that anything can be gotten in Visira, for a price. But many careless sailors and merchants have fallen to the beauty of the women of the Scarlet Veil, with their blue-dyed skin and long, braided hair. Visira is a dangerous place, and one which has seen the demise of countless unwary souls.

Popular Taverns and Inns: (in order of quality)

Gull Tavern - (poor quality & cheap prices).

North Dock Tavern - (poor quality & cheap prices) dirty and loud, a favorite with sailors.

Royal Red Tavern - (fair quality & cheap prices).

Anchor Inn - (fair quality & cheap prices) quiet rooms, but the food is deadly for those with a bounty on their heads.

Golden Heart Inn - (average quality & cheap prices).

Red Cutlass Tavern - (average quality & average prices) filled with sailors, merchants and women of the Scarlet Veil.

Buzzard Tavern - (average quality & average prices).

Gold Coin Inn - (good quality & average prices) quiet, with good food and drink, a favored meeting spot.

Governing Authority:
Priests of Eteris, by authority of the Sovereign High Priest of Eteris.

Military:
The town guard numbers 65 troops. The town garrison is the Cannibals, a contingent of the army of Blacksword. The Cannibals are comprised of four companies totaling 135 troops, all garrisoned at Visira Keep. The garrison is charged with safeguarding the seaport of Visira, and patrolling Blacksword's northeastern coastline.

Visira Keep:

Visira Keep is the principal defense of the town of Visira. It is a small fortification, consisting simply of a main keep and a bailey. The keep is a small square tower, 55 feet in length and width, and four stories in height. Its walls are constructed of large, roughly hewn stone blocks, but they have been heavily damaged and are repaired with stone rubble and mortar. The outer curtain wall is 12 feet high and nine feet thick at base. The wall was erected after the keep, and is constructed entirely from stone rubble and mortar.
