Combat

The BESM2 rules uses a system where you roll under a Stat and skills and difficulty modifies that roll.  I am not fond of roll under systems, so this will be changed to be (Stat + Skill + 2d6) VS a difficulty.  In opposed rolls there is no difficulty, both sides roll and the highest total wins.  To fit a cinematic nature a roll of 2 always fails and 12 always succeeds (optionally a roll again and add or subtract method can be added).

Using a system like this has the following benefits

makes things more open ended
In the current system normal humans with a ACV of 4 can hardly hit each other.  This change lets humans actually punch one another.
Average people will be able to succeed at average tasks most of the time.
