The Commercial District is located at the northwestern end of the city. It is where most, if not all the factories are located. This area is known for its low crime rate, a place to find a decent job, and it is also known as Blizzard's I.C.E. Corp. The Commercial district house a number of I.C.E. Corp. factories that produce robotic servants and the robotic police officers. There is also a number of other factories that produce their own products which has nothing to do with I.C.E. Corp. These other factories produce ordinary everyday products that the people of the city needs. There is no room for houses or apartment buildings in this district. The city has a police station in the center of its 50 block radius. The Station has about 50 police officers, 25 are robot police officers. The station has enough body armor for its officers plus 5 PA's in case of emergencies.
The Highlands District is located at the northeastern end of the city. The Highlands District is where most of the upper class lives. It is very quiet with large houses, trees, a park is located in the center of town. The Park has several small ponds and a lot of trees. This is where most of the factory owners live. It is also where most of the governmental officials of Blizzard live. This is about a 50 block radius section of town. This section has the only 3 colleges in the city. There is a Police station near the center of the section. The station has about 50 officers, 10 are robot police officers. The station has enough body armor for each of its officers plus 5 PA's.
The Eastern District is located at the east end of the city. This district is where the rest of the governmental officials live. Within its 50 block area, it has 3 schools. An elementary school, a middle school, and a high school. Most of this section has small stores, diners, restaurants and entertainment complex. At the center of the section is the police station. The police station has about 75 officers, 25 are robot officers. The station has enough body armor for all of its officers plus 15 PA's.
The Merchants District is located at the south end of the city. The South end is the only entrance to city. The district is where most, if not all, the stores, bars, adult entertainment, and a couple of taverns and chop shops are located. It is notorious for having the highest crime rate in the city. The district is also known as the gateway because it is where the only entrance to the city is. There is a guard post at each side of the entrance where the doors to the city are located. There is about 5 officers at each guard post, 2 of which are robot officers. The officers always wear their full environmental body armor and has their service guns. riffle, and baton with them. This section encompasses a 50 blocks.Within the section are 2 police stations. one located near the south end of the section and one near the center of the section. Each has about 75 officers, 25 are robot officers. Each station has enough body armor for each of its officers, 20 PA's, plus 5 extra body armor. All of the transport vehicles that leave Blizzard are located here. The Stores in the Merchants Districts sell all kinds of things, there is no restriction to what the merchants can sell except slaves. Any Merchant found of selling slaves or dealing with the slave industry will be exiled from all of the cities governed the Government. It is also where the only prison is located. The prison can hold roughly 2,500 inmates at one time.
The Western District is located at the west end of the city. It is very similar to the Eastern district in that is has 3 schools, an elementary, middle school, and high school. And that it is where most of the populace lives. The Western District is the most populated area in the city. It has two hospitals and a few clinics. A lot of apartment buildings and houses. Small parks and playgrounds. The people who live here are mostly factory workers and store owners. The 60 block section has a police station in the center. The station has 75 officers, 25 are robot officers. The station has enough body armor for all its officers plus 10 PA's.
The Governmental District is located at the center of the city. This is where the governmental buildings of Blizzard are located. All of the banks are also located here. This section holds the patent office, court houses, the permit buildings, and some business offices. The 40 block section holds the entrance to New Philly in the main government building. This is the biggest building in the section. The building checks out everyone that enters and exits New Philly. It also has some government officials from New Philly. A police station is located in front of the main government building. The station has about 60 officers, 15 are robot officers. The station has enough body armor for all of its officers plus 5 PA's
