to him, and he believes that the planet is for exploitation.
Rufus Shin-Ra: Vice President of Shin-Ra.
He
is the son of President Shin-Ra, but is much more cruel and ruthless than his
father. He even goes to conspire against his own father to seize control of the
company.
Palmer: Head of the Space Development Division.
Careless and
carefree, he is in charge of ballistics development.
Scarlett: Head of Weapons Development Division.
Her beauty hides
the knowledge of the world's most destructive weapons.
Heidegger: Head of Public Maintenance, and Order Division.
Heads
both the Turks, a special group in charge of keeping
the peace in Midgar, and the Soldier groups, in charge of taking care of the
terrorist attacks by Avalanche.
Hojo: Head of Chemistry Division.
A gloomy, mad scientist who
continously conducts unusual experiments.
Reeve: Head of City Development Division.
Built the city of
Midgar, through orders from President Shin-Ra.
