Upper Canadian Investigations (UCI)


History

Upper Canadian Investigations was set up by the 
Canadian government in 1923 to guard against para-
normal or eldritch threats to the Canadian way of life.
UCI was set-up on the direct order of the prime
minister of the day William Lyon Mackenzie King. King
decided that there were things “man was not meant to 
know” and threats that couldn’t be handled by more
traditional means. There are of course similar agencies 
in other countries. 

Unlike some of these agencies UCIhas never been restructured or had its aegis questioned during its existence. Every PM subsequent to King have all agreed to continue the mandate of UCI.

Mode of Operation

The agency is an “at arms-length” Crown Corporation of the Canadian government under the guidance of an individual known solely as “The Director”. The Director reports directly to the Minister of Defence and the Prime Minister. The UCI has a great deal of leeway in regards to operations in its spheres of interest but finds itself working with the Armed Forces, CSIS, the RCMP or local police departments in many matters. Upper Canadian Investigations is tasked with the investigation and elimination of eldritch threats to the government and people of Canada. Its operatives are “persons permanently bound to secrecy” under the Security of Information Act  as listed in the Schedule (Subsection 8(2) and section 10)* with the extra twist of some magical precautions preventing its agents from disclosing information about the agency or its operations. 

Base of Operations

Originally UCI operated out of a sub-basement of the Library of Parliament and then out of offices in a downtown office building. When John Diefenbaker decided to build what came to be known as the Diefenbunkers outside of Ottawa and across Canada the then Director of UCI leapt at the opportunity to have a secret HQ built underneath the bunker. The bunker built below the huge Diefenbunker located in Carp, ON (just outside of Ottawa) serves as the UCI’s main base. Using the same contractors as the “public” bunker UCI had at least four levels built below the main bunker. Entrance to the secret bunker is through one of the main bunker’s ventilation stacks.

Personnel

The major personnel at the UCI are:

The Director "D"

A bad joke that started in the 1960's after the James Bond movies were released the Director has since gone solely by the letter "D".  His or her identity is always obscured by a high level glamour that makes his or her features impossible to see.  (All that can be seen when someone looks at "D" is the sort of fuzziness you see when someone's face has been obscured on television).  Their voice has been similarly been disguised so as not to be recognizable.  A combination of magical and biometric methods are used to ensure the obscured individual who enters the complex actually IS the director.  "D" is commonly believed to have been the director since the late 80's and most people are sure that he is a he.

Beverly Carmichael, ADA

A transfer from Human Resources and Social Development Canada Ms. Carmichael is a 47 year old Caucasian.  She is very strict when it comes to paperwork, fiscal responsibility and tidiness.

Maurice Carričre, ADO

A career member of UCI, MC as he prefers to be known as is a francophone from St. Pierre-Jolys in Manitoba.  On the surface he is jovial and supportive of his team.  Underneath he is rather bitter about his chances at advancement within the UCI and resentful of any activities by the CIA or CEA that "piss in his pot" as he terms it.  He appears to be in his early 50's.

Louise Lotachevski, CIA

Ms. Lotachevski is a stickler for doing things by the book.  She keeps an eagle eye on anyone or any activities related to possible "walks on the wild side".  (This is internal slang for any activities that may cross the line between normal and crazed behaviour).  She is known to err on the side of caution and believes in a zero tolerance policy when it comes to any deviations from acceptable behaviour.  The staff in research and development,. especially the library staff are convinced her sole goal in life is to make their lives miserable.  She is a petite beautiful woman in her early 30's.

Archie Burger, CEA

Archie, Mr.Burger is his father, is a master of diplomacy and flexibility.  He has an uncanny ability to negotiate with any party and has been employed by both the US and British governments in some of their more sensitive negotiations.

Rex

Rex is the sentient computer system at the UCI's HQ.  It believes with some justification that it is the spirit of William Lyon Mackenzie King.  It has nothing but contempt for its three "siblings" but will co-operate with them.

Billy

Billy is one of the three entities that look like William Lyon Mackenzie King that work for the UCI.  No one other than the Director knows exactly what Billy is but he is a powerful sorcerer who easily exceeds human limits.  He is bound to the service of the UCI somehow and does not claim to be an incarnation of King.  He just looks like him.  Anyone who spends any time in his company quickly get an uneasy feeling about him.  He is unfailingly polite but does not understand human humour.

Lyon

Lyon is the second of the three entities that look like William Lyon Mackenzie King that work for the UCI.  He operates as a field agent at times when serious muscle is needed.  At other times he can be found in the gymnasium working out or in the cafeteria eating.  Within HQ he is always dressed in dress pants and an undershirt.  His frame is knotted with muscles and sinews.

Mac 

Mac is the third of the three entities that look like William Lyon Mackenzie King that work for the UCI. Mac is responsible for looking after the physical plant.  He is constantly covered in oil and coal dust despite the fact the centre is powered by electricity generated by fuel cells.  For some reason he speaks in a Scottish accent.  He has never been known to leave the HQ.

* Note that this subsection does not of course appear anywhere in the Official Act. At least as it pertains to the version available to individuals not “permanently bound to secrecy.”
