Boogie Man is the leader of the Boogie Men, a bunch of creatures who like to party but hate the light.  He came up with a master plan to make night last forever, but of course was foiled by the Power Puff Girls.  Boogie Man is a very cool guy with a good singing voice and a very fancy car.
