Currently, my Eldar army is painted to be from the Craftworld of Saim-Hann, as defined in the Codex. However, I am planning to move to a Harlequin army due to the originality, background, and sheer playability. It'd require some rule bending (Harly dreadnought, war walker, and heavy weapon platforms). Their armour also sucks (ie none).
Eldar Tactics
(Warning: I'm new to Warhammer 40k, so these are mainly untested theories)
1. Minimize Exarchs and keep them under 100 points if at all possible. This way, your enemy gets only 1 VP for killing it (but always keep VPs in mind when designing your army - someone's going to day, plan for it)
2. Have a sqaud of 7 gaurdians with chainswords (cheap parry) for the pure use of cannon fodder and screening. Just have them run headfirst the entire game to cover your more important characters. 91 pts, so only 1 VP if totally annihilated
3. Have a squad of 7 gaudians with shuriken catapults right behind the cannon fodder. These guys should run up for one/two turns, then dig in and set overwatch just for harrasment. 98 pts, so again, worth 1 VP
4. Always take 5 wraithgaurd led by a Warlock down the center of the board. This (should) force your enemy to split his enemy to go down the sides to avoid the 50/50 chance of destruction, or expend some turns of concentrating fire and leaving them open.
5. Use your jetbikes to flank your enemy, and, if possible, get behind their lines, forcing them to split their fire or be shot up.
6. Use the D-Cannon on a Dread and use Guide with your Farseer.
7. Get your farseer up in the midst of everything. With those stats, he should be more than able to kill his worth if equipped right.
8. Avatars are just giving VPs to your enemy unless you can find a way to distract fire long enough to get him close and large battles (1500+)
9. This is obvious, but make DAMN sure your Aspect warriors don't get in a situation they aren't intended for (ie Howling Banshees in a shooting match, Dark Reapers in HtH).
