The Militia Surplus Store

Hans Havant runs the Militia Surplus Store. The Militia Surplus Store deals in armour, as the name suggests the armour available is all second hand, although in good repair, Harvant has Jarvik at the livery stables repair them when needed. Unfortunately the fact that most of the equipment comes via the Imperial Militia the armour available is limited in size and type.
Harvant will also but any surplus armour that a character may have. Although the prices offered might not be as much as the character will expect.
