Fight a Duplicate
Plug in two controllers and on COntroller One press these but- 
tons at the Title screen:  Down, Down, Up, Up, Right, Left, 
Right, Left, and the sumltaneously press L and R.  The Title 
screen should change from a black background to a blue 
background.  When you start a two-player game, both players 
can now choose the same character.
