Text Box: The municipality of Buhi has just been reclassified as already a second class municipality.   In Memorandum Circular issued by the Department of Finance, the municipality was reclassified as second class income based on its average annual income for the past five years.   Pursuant to Section 9 of Executive Order 249 issued 1997 by the President, the Secretary of Finance was given the authority to review the incomes of municipalities and cities as a basis for reclassification.   As certified by the Commission on Audit, the LGU of Buhi showed in its financial statements from 1997 to 2001 its average annual income reaching some P28 Million.   In the province of Camarines Sur, the first class municipality is given to Libmanan with its P37 Million income while the municipalities of Pili has P34 Million, Buhi and Calabanga at P28 Million.   This development earned for Mayor Diones N. Belza and the Sangguniang Bayan accolades for making Buhi prosperous as evidenced by the reclassification of the municipality into a 2nd class town.
