As Wilson stands outside his window staring outside at an old, beat up,
billiard, we know that that is not all he sees. He sees a pair of eye's.
Eyes that are ever watchful. Wilson is delirious with the concept that
this pair of eyes represent God's eyes. He states that "God sees
everything" and maybe it is just the traumatic experience that he
has gone through but, something possesses him to say that. Maybe he has
really believed that this billboard represents a greater being all along
and he isn't afraid to talk about it anymore. I think that This
billboard represents a greater conscience of all the people who can view
it. It gives the neighborhood a certain type of uneasiness in all
that they do. Each one has there own little secrets and Wilson is
stating that this old billboard sees and knows all the small sins committed
in the solitude of privacy.
