I can not understand the difference between spending money on roads and highways and spending money on public transportation. In my opinion, I believe most Japanese also think that spending money on improving roads and highways equals spending money on public transportation. It seems to me that roads and highways are also public transportation. But now I can notice the little difference. Because for people who don't ride cars, spending money on roads or highways seems to waste money for the benefit of one part of people. In this view, I support spending money on improving public transportation. I think spending money such a way is more equal.

But some people may oppose this view in that spending money on public transportation can also be the benefit for specific people. Because if the government construct a subway, people who live in surrouding areas will be benefitted. I think that is right. So I think it is impossible for a government to water all the land equally. I think what is important is to construct such an equipement as equal as possible. When a government built a new highway in one area, then it must construct a subway in another area.

I think to construct a public transportation is a little better. Because by constructing such things, we don't need to ride a car to our office, By doing so, we can save our environments. That is we don't have to pollute air by gas cars excrete. On top of that, we can go to our office cheaper than using highways.

The problem is constructing a subway will cost more than constructing a highway. For example, in my hometown, the government built a new subway. I heard that large amounts of money were spent on it. To construct a new subway, it may cost unbelievable amounts of money. So especially when the government does not have enough money, it must consider the plan again and again. And it must take all considerations and make a decision. Then it will be benefit to the residence of the city. As the money which the government can use was gathered from its residence, I think the first thing the government must consider is the benefits of the residences. If the government does its plan such a way, I think no opposition will occure.
