<< I agree with the former opinion. My country has no natural resources, so we have to rely on other countries to gain natural resources such as oil or something. I have read in some article, if my country want to be one of the developed countries, we have to take advantage of the IT business. For example, when we drive a car on highways, we have to stop to pay a fee. And of course, we have to drive our car to the destination. But in the future, my country want to make a new high way system. The new system enable us not to stop to pay a highway fee. On top of that, the new system enable us to reach our destination automatically. So once we ride on a highway, we can sleep in our cay without driving by ourselves. Computers detect how far our car is away from other cars, and keep an adequet distance. To develop such a new system, many developed countries such as the United States or China are competing. If one country develop the system first, the country can have all the authority for the new system. So the country can claim the right of the new system, and that can lead to large amounts of benefits. In my country, many people worked as a farmer in the past. But as technology develops, many young people tend to live in a large city. So nowadays, we rely on other countries to feed our country. So I think the only way we can take an initiative is to develop some technology. On the other hand, if a country is a developing country, I agree with the oposite opinion. If one country has many citizens who suffer from starvations, govements don't spend money on IT businesses. The government has to spend money mainly on medical treatment. In such a country, many people, especially children, suffer from variety of infectious diseases. So the first thing the government has to do is to provide them appropriate vaccines or antibiotics. If you live in a developed country, you might not afraid of being infected with such diseases. You might be true. But people living in developed countries also have chance to be infected with such diseases. For example, someone travels to a developing country, and he might import some virus from the country. So developed country such as Japan or the United States must pay attention not only to new technology, but also to the third world. In fact, Wrold Health Organization makes great effort to prevent some infectious diseases in developping countries. To provide appropriate medicine to the third world, computer technology helps very much. By using our computer, we can analyze how we can provide a medicine most efficiently. And by using an adequet statistics, we can prevent some disease to disperse. So if we invest our money on computer technologies, we can not only improve our life itself, but at the same time, we can save developping countries. |
