     I think this is a very difficult problem. In my country, higher education can not be available to all the students. Of course there are many universities and colleges in my country, so students who don't good at studying can also go to universities if they don't choose. The most important factor which prevent students from high education is their financial problems. Some parents in my country can afford their child to go to a college or university.
     I think all students have to go to college or university, because life in college or university is very enjoyable. You may say that if the goverment make a higher education as duty, someone might oppose to that. Yes, I agree with that. But I think they might oppose mainly because their financial problems.
     To make all the students possible to go to a college or university, the goverment should help some students financially. For example, in my university, I have several classmates who are aroud 35 years old or so, while most of us are 22 years old. And these older classmates don't pay any school tuition because our university allow these students to study for free. Do you think this is because they are good students? No, they don't necessarily good students, while some of them are good students. They don't have to pay their school tuitions because their parents are over 60 years old and have no job. In case your parents don't earn any money, our university don't require you any money.
     I think this is a very good system. But at the same time, I think this system should be applied to more students. In this system, if parents earn a little money, the student must pay the same amounts of money as other students do. So students who have young but poor parents can not go to a college or university.
     On the other hand, there are a few people who don't want to study at a college or university. When I was an elementary school student, one of my friends said to me that, "Though I must enter a junior high school, I don't go to a high school.". His house owns a restaurant, in other words, 1st floor of a building is a restaurant and his family lives in the 2nd floor. So he wanted to be a cook of the restaurant as soon as he could. In fact, after he graduated a junior high school, he didn't go to a high school and he began to practice cooking.
     So I think the goverment should not make a college or university as a duty as it does to a junior high school. But as university life is very enjoyable, I want the goverment to make efforts to allow many students to come in. I mean, they should think more excellent way to offer financial supports to the poor students, though I can't think anything about that. Anyway, I want goverment officers to make more efforts because I think life in universities is very enjoyable and fruitful.
