Chibi Chibi only appears in Sailormoon Stars. Like Chibi-Usa, Chibi-Chibi fell of of the sky, and met Usagi. She can turn into the Pretty Soldier Sailor Chibi-Chibimoon! There were many different theories about who Chibi-Chibi really was, but a the end of the Sailormoon series it was revealed that she was Galaxia's starseed.
Note: In the show all she ever says is either mimicking someone else or "chibi", but in the manga she talks.
