II.  Proof of Notice of Meeting

·         Notice provided to residents on May 3 about Association meetings for May 14 and June 5, 2001. 

(NOTE: June 5, 2001 meeting cancelled; see below.)

 

III. Updates 

·         Evelyn noted that the Police were requested to speak at the meeting.  Since they could not attend, the Board will try to schedule their attendance at the next Homeowners’ Association meeting.  They will discuss safety issues, Neighborhood Watch, medical alert and also respond to questions from residents.

·         Evelyn also reported that the Police have completed the traffic survey.  They and the town manager have adopted a “wait and see” approach to stop signs and “caution: children playing” signs on the street.

·         Board Positions

·         Jean reviewed the open positions on the Association Board. - Secretary and Vice President.   Mary Scalise has been nominated for Vice President but no nominations were received for Secretary.

·         It was noted that if all Board positions could not be filled, the Board might consider outsourcing the management of the Association.  Meeting attendees noted that even if outsourced, the Board would be needed in some reduced capacity.

·         Landscaping Update

·         Jean noted that he and Rob Scalise are drafting a “letter of understanding” to guide the landscaper’s efforts.  A map of the development delineating the common areas will accompany this letter.

·         Meeting attendees noted the following items should be included in the letter of understanding:

·         annual pruning of trees

·         annual application of weed killer to beds followed by addition of 2” mulch.

·         The landscaper will not water trees and plants.  It was noted that many residents living close to common tress and plants are already watering them.  The Board will identify the areas needing watering and approach the homeowners living near them.

·         Creative Communities’ Issues

·         The town is still holding a bond pending completion of Creative Communities’ work in the development.

·         After some discussion, we agreed to get estimates for completing the landscaping work Creative Communities has not done.  Once received, we can ask the town to release funds from the bond to get the work completed.  Major items to complete are topsoil and grass seed for much of the common area.

·         The recommended approach from those in attendance was for the Board to contact a town council member and then attend a Town Council Meeting to address these issues. 

·         2001 Annual Fees for the Association.

·         Paul noted that most residents have responded to the 2001 billing; those that have not are being contacted.

·         2001 Budget Update

·         Expenses are tracking to the budget.
