Welcome to Your First DCI Tournament

or, What to tell new players

by Gijsbert Hoogendijk [Level 3 ]

As you just received your DCI number and accompanying membership form it is probably safe to assume this is your first DCI sanctioned tournament. After reading this brief note you will hopefully understand what you will be facing today and hopefully have a great tournament. Being a DCI member means that all matches you will play today will be recorded in the DCI database. When you go to future tournaments, check if they are sanctioned and if they are make sure you know your DCI number (which you will give when you register to play). All matches of that tournament will be tracked by the DCI's player database. After playing 10 sanctioned matches you will have a DCI rating (ratings are not run until you have completed 10 matches). Because you are a DCI member, we will also update you on certain things we feel all players should know.

So know that you know why you just filled in the membership form. Here is what you can expect today:

If You Have Questions: There are some people responsible for organizing the tournament; when you have general questions these are the people you should talk to. For more specific rules related questions you should ask a judge (they could be the same people though). The judges will also be the people who will be walking around during the tournaments answering questions and solving disputes. (The judges will be presented before the actual tournament begins)

A Player's Responsibilities

The tournament is sanctioned so your opponents and the judges expect certain things from you. You should always bring pen with you and a visible way of tracking life. To avoid disputes always try and inform your opponent clearly of where you are in your turn and what you are doing. Remember, your opponent usually has a chance to react to your actions. If you have a question about the game while playing, for instance some weird situation occurs, or your opponent does something you don't think is legal, you can call over a judge. The preferred way of doing this is: call out "Judge" and raise you hand, this way the judge is able to locate you easily.

Announcements

At the beginning of the tournament the head judge usually announces how long the rounds will last and how many rounds will be played. At this point he will also announce any special rules for the tournament.

If you really enjoy playing and want to have more information regarding sanctioned tournaments, you should visit the DCI's website: <www.thedci.com>.

Have a pleasant day and a great tournament!

Tournament Structure

The tournament will take place in two segments: the preliminary segment and the final segment.

The preliminary segment will be divided into three to four preliminary battles. Each of the preliminary battles will consist of one round of either Swiss draw or single elimination, the Tournament Organizer will decide on the day of the tournament due to the unpredictable nature of the quantity of players on hand.

The final battle will take place in the afternoon of the Event. It will consist of one round between the top two players, which will decide the top two places of the tournament. Each player is responsible for recording any information pertaining to each battle (Honor, provinces destroyed, etc.), it is important that each player be responsible for tracking their game totals.

Tournament Format

Decks must be minimum 40/40.

Depending on the Event type (Storyline or Open)

For a complete list of Jade Extended Banned cards go to :

http://www.wizards.com/dci/l5r_jadeextended.asp

You will be disqualified from the tournament if you have an illegal deck. Count the number of cards in your deck before you start each match. Make sure that all of your cards that are placed in your opponent's territory are returned to you after each match. Be sure to return any of your opponent's cards to him or her. The contents of your deck are your responsibility.

Promo Policy for L5R cards at tournaments

The following is our policy regarding the inclusion of promo cards at events. It is important to note that the DCI will sanction events with different styles of tournaments, but when WE run an event, this is the policy.

Promo cards are to be treated like all other cards. They will count as being part of a card set that came out right after it. So if a promo card is released in October, and a normal card release comes out a month later, that promo card will be legal when cards from that set that followed are legal.

Where does this leave us now?

For strict Jade, all promos with the Jade Bug are in For Jade Ex, all promos except personalities and events are in. For Open, all promos are in.

Event Policy on card sleeves

The DCI received numerous inquiries this week from Magic: The Gathering® tournament participants, tournament organizers, and retailers regarding the acceptability of opaque-backed card sleeves recently introduced into the marketplace. These sleeves are much like the transparent protective devices for trading cards, but they differ in that one side is a solid color, usually black.

After examining, discussing, and considering these new sleeves, the DCI has decided that they will be permitted in sanctioned tournaments. One of the major factors in this decision is the strong support among our members and customers for the use of these devices. This decision requires some clarification, however.

The DCI is aware that the new sleeves make it much easier to counterfeit cards, which is both an unfair practice and a violation of Wizards of the Coast copyrights. To prevent anyone from being victimized by counterfeiters, we want to encourage tournament participants to exercise their rights under the DCI Standard Floor Rules to require an opponent to de-sleeve or have an opponent's deck checked for counterfeit cards.

We also want to remind tournament participants that it is never appropriate to use cards that are designated as non-tournament-legal

Taking these points into consideration, the DCI would like to remind its members, and all sanctioned tournament participants, of the following rules:

  1. Sanctioned tournament participants may use only genuine, tournament-legal cards (in other words NO Proxy Cards). Participants who use counterfeit or non-tournament-legal cards such as Proxy cards are subject to penalization under DCI Standard Floor Rules 1.2.2 (Cheating) and 1.2.3 (Unsportsmanlike Conduct). Participants who use counterfeit cards in their decks or sideboards will face criminal prosecution to the fullest extent of the law.
  2. DCI Standard Floor Rule 1.2.6 (Card Sleeves) remains in effect; players may still require their opponents to de-sleeve. Players who de-sleeve must always have a tournament-legal deck, regardless of the type of card sleeve they use.
  3. Tournament participants may always request that a Judge check an opponent's deck to ensure that only genuine cards are used.

We hope this policy addresses our customers' legitimate concerns about this topic. As always, the DCI welcomes your suggestions and opinions. Please do not hesitate to send us your comments!

Sincerely,

Jason Carl

Rules & Formats

Five Rings Publishing Group/DCI-sanctioned events allow players to develop rankings in a worldwide tournament system that encourages innovative tournament formats. These formats are built on some basic rules that help establish the spirit of fair play. This document lists both the general rules that any FRPG/DCI event must follow.

1.Each sanctioned tournament must follow the most recent set of game rules, as of March 1, 1999.

2.To keep the tournament fun and fair for all participants, each FRPG/DCI-sanctioned tournament must have a head judge who serves as the final arbiter of all rules questions and card interpretations. Head judges and tournament organizers may not participate in events they oversee or run. However, judges may participate if the event uses the Three-Judge System listed below.

3.The Three-Judge System is a new way to run tournaments with 8 players or more that allows judges to participate in the events they are overseeing. Organizers choosing to use this judging method will identify their three judges as head judge, secondary judge, and tertiary judge. The head judge makes all rulings, except when a decision is needed in a game in which the head judge is participating. If a ruling is needed in a head judge's game, the secondary judge makes the call. The only time the tertiary judge makes a ruling is when the head judge is paired against the secondary judge. The Three-Judge System may only be used in one-on-one tournaments, and not multiplayer events.

4.At large events, the head judge may enlist the services of other judges to help answer questions and make rulings. Any rulings by these judges may be appealed to the head judge. The head judge is the final authority for all such appeals.

5.Unsporting conduct, such as cheating or receiving coaching, is grounds for disqualification from the event. Behavior of this type must be reported to FRPG/DCI staff so further disciplinary action may be taken.

6.The following players may not participate in FRPG/DCI sanctioned tournaments:

7.Players may not swap, add, or subtract any cards from their decks once the event begins, unless the head judge or organizer announces before the event that players will be able to keep a specified number of cards to the side for this purpose. If allowed, players may only swap cards between games, and not during game play. Players will only be allowed to swap cards after the first game and only in the presence of the Head Judge or the Floor Judge.

8. If the head judge determines that a player is stalling to gain a strategic advantage in a match, the judge should end the match, and the stalling player should receive a loss for that match.

9. The tournament organizer is responsible for making sure the event is sanctioned and reported properly. FRPG/DCI staff is not responsible for lost event results. To make sure event results are received and reported properly, we recommend that organizers send their event results to the DCI via fax at (425) 204-5820 or via a trackable mailing system. Organizers who run events using the Swiss or single-elimination styles are encouraged to use the DCI Reporter tournament software, available at no charge to sanctioned-tournament organizers at

events.wizards.com/download/dcicoords.asp.

10. While you are participating in this tournament, do not watch other player's games. Trying to obtain information about decks you might play against may be considered unsportsmanlike conduct. When you are done playing, leave the playing area until it is time for the next round. Do not take notes during a game.

11. Behave in a polite and respectful manner towards your opponent and the Judges. Foul language, threats, unwillingness to accept a judge's direction or ruling are all examples of unsportsmanlike behavior. Unsportsmanlike conduct can result in a warning or even disqualification.

12. Both players must follow the published rules found in the Players Handbook. Be particularly careful about the drawing of extra cards. You can ask how many cards your opponent has in his or her hand and you can request that your opponent hold their cards in a fan so that you can easily tell how many cards they have. All cards are to held elevated above the surface of the table.

13. If you have a question about the meaning of a card, the application of a rule, or something you or your opponent has done/or is about to do - call a judge. The judge will be happy to clarify any situation for you. If you wait a couple turns, and then call a judge, it will be too late to restore the game situation.

14. Each Match has a time limit. You will be informed of the amount of time to complete the match. Try to play promptly. Stalling is not allowed and can result in a warning or disqualification. Be sure to be in your designated seat when the beginning of the match is announced.

Tournament Eligibility

All players are eligible to play in the preliminary battles, unless otherwise noted (Such as banned players, or DCI, FRPG employees.)
