Style:
Joketsuzoku (Chinese Amazon Style) Fighting
Strengths:
Shampoo is obviously very skilled. After all, she was trained
by the best, her great-grandmother Cologne, at a very early age.
Shampoo was also good enough to win her village's annual championships
in a tribe of warriors. She has only suffered defeats in
one-on-one combat to Ranma. She is probably the best truly female
warriors of her age-group(ie excluding Ranma, Herb and Rogue in
their cursed form-though Rogue is female, she doesn't seem to have
any combat skills in human form). She is a very quick fighter,
and yet fairly strong, Shampoo uses all of the
techniques
taught to her and takes advantage of an opponent's
weakness or slowness quite quickly.
Weaknesses:
Of course, Shampoo's first weakness is her Jusenkyo curse,
as she, like Ryouga, can't really fight in her cursed form.
Also, Shampoo is easily distracted when it comes to her
"woda airen" Ranma-kun.

The evidence used was only from the manga, as I don't have all
of the anime, and also, a computer game (of the one-on-one combat variety) would not be consistent because the designers would have to make the characters similar in ability to make the game playable - if some characters were very much better, then people would play them all the time, which would waste all the effort spent making the others. Also, I did my best to discount any evidence which was more likely less reliable than most (silly story-lines, circumstances results from jokes in the plot etc.), and also those that did not apply on a long-term basis.
Regarding the levels:
The system I used is like it is, because it's very hard to be accurate, and so I deliberately used a small range (0 to 5), and have not explained what they mean very well. Even still, quite often, I've had to give ranges (where a value is, for example, '3-4', it means that in 'reality' it could be either 3, or 4, not 3.5) simply because there is not enough good evidence.
The relative differences between different levels is not linear, but logarithmic, which means that (as an example) the relative differences are not Level-2 is twice as good as Level-1, Level-3 is three times as good as Level-1 etc, but more like Level-2 is twice as good as Level-1, Level-3 four times better than Level-1, Level-4 eight times better than Level-1 and Level-5 is sixteen times better than Level-1. I have not tried to create real absolute values for the characters, so their level is just chosen by my feeling, and not by any calculation whatsoever.
Level-0 indicates a very bad rating (ie no training), Level-5 indicates excellent ability, but goes up to infinity, so just because two people are at 5 in the same rating, doesn't necessarily mean they are actually similar. A good martial artist in our world would be mostly Level-1, but a good martial artist in the Ranma-verse would be Level-3, and anyone with a Level-5 rating in one of the offensive types would be very dangerous, and there would likely be only a handful of others with a similar level of skill (in the Ranma-verse).
A '+' indicates having an extra special something - for example, if there was a rating for 'Hammer Bashing', Kaori (from City Hunter) would be a 5+, and Akane would be a 4+. A F indicates an ability to fly, and a R indicates an ability to regenerate.
I could add some more columns like, adaptability, learning speed, taking advantages of opponents weaknesses, and advantage of your own good points, but Ranma would be 5 in them all, and all the others somewhat less as well as being very hard to judge.
