Sailor Saturn is possibly the most rarest person you're gonna see in the Anime and also the most mysterious one. Why does this girl won hearts of millions around the world (and mine too) is caused probably by her calm, unpredictable, but also undoubted, sometimes even sad behaviour. Although her age was suppose to be 16, after the reviving act she suddenly became 7.
Hotaro Tomoe first appeared in S session as a doughter of prof. Tomoe, who had a lab accident few years ago. His child was killed in the explosion, but the unleashed daemon reincarnated into her body and revived her. The implications of evil presence within her body became visible as Hotaro reached her ,,sweet 16". Suddenly she had power to heal wounds by touch, but this brought her nothing but discrimination from people around her. Sometimes she just fell unconscious and woke up in a hospital. At the end of the session, Mistress 9 took full control over Hotaro's body, but her father menaged to break the curse and so, the senshi conscience, that was eclipsed by the evil spirit, awaken Sailor Saturn, the senshi of Doom. Unfortunately, she made a suicide decision to stop the destructive process of Earth (look in the article focused on this section for further info and details). Sailor Moon followed her path of suicide in order to save her. Hotaro has been revived (7) and she joined ,,the guild" of Outer senshi as Sailor Saturn.
According to the gossip between moonies on Internet, The Silence Glaive, Saturns patronimic weapon itself has power to destroy the Earth with one cut. So, it's not as unambiguous to say that Sailor Saturn is the strongest, or weakest senshi.
