The File is not "Complete" but with it and a passing knowledge of the Fallout Game you should be able to play.
My work on this game prompted me to revise my game I made like 15 years ago called "Wasteland" which looked much like D&D with guns and mutants.
My new game called Burning Dawn is not complete yet but will be soon.
