In the competitive environment we live in, we need to constantly upgrade and
improve our skills in order to stay relevant to our working and societal needs.
The NTUC Skills
Development Department offers upgrading courses and manages funding
incentives to encourage skills-certification and lifelong learning. We
strive towards continual skills upgrading and retraining so as to achieve
lifelong employability and enhance career prospects.
The NTUC Surrogate
Employer Programme allows union members who are unemployed,
retrenched or not supported by employers to take up certifiable courses under
the support of NTUC. You will be able to claim course fee subsidies and
training allowance (if unemployed) for the period of your training.

The CDAC Skills Training Award Scheme was set up in 1993 with
the objective to assist low-income, low-skill workers to upgrade their skills so
as to enhance their earning capabilities. Under the Skills Training Award
Scheme, CDAC will sponsor at least 75% of your course fees. You will also
get a cash incentive upon successful completion of each module of the full
course. In total, you only bear 5% of the course fees.

discover new skills. Some learning programmes that the Community
Development Councils have organised to promote a culture of lifelong learning
amongst residents are - IT Programmes, Community Arts Appreciation & Read

NTUC Surrogate Employers Programme is open to all members of
NTUC for part-time training. The scheme will aid members in training for
employability. The scheme will also aid workers by providing course fee
funding (employed/unemployed) and a training allowance (strictly for the
unemployed only).

The SIM-SINDA scholarships are offered to candidates who are
interested in doing a part-time course with SIM. Scholarships are offered
for a wide variety of courses ranging from Degrees/Diplomas/Graduate
Diplomas/Certificates. In total 6 part-time scholarships are offered each
year.

Chinese Development Assistance Council (CDAC) offers sponsorship under
the Skills Training Award Scheme.
Objective - The CDAC Skills Training Award
helps low-income and low-skilled workers upgrade their skills through training so as to
improve their earning capabilities and job security.
How the sponsorship works - Under the CDAC
Skills Training Award, each successful awardee will receive at least 75% sponsorship of
the course fees from CDAC. In addition, he will get an Achievement Incentive and /
or Commendation Award on completion of each module or the full course.
Who qualifies
for the sponsorship - (1)
Chinese Singapore Citizens or Permanent Residents; (2) those with 'O' level or below
educational qualification (maximum 3 passes for those below 35 years old and an unlimited
number of passes for those 35 years old and above); and (3) those who are not sponsored by
their employer or other agencies for the course.
How to apply - Application is open
throughout the year. All you need to do is to fill up the application form and send
it to CDAC together with (1) copy of your highest educational certificate; (2) your latest
income certification (eg pay-slips, income tax payment returns, etc); and (3) photocopy of
your NRIC (front and back on the same side). If your application is successful, you
will be informed of the course commencement date as soon as it is confirmed.
Notes - (1) if you are self-employed, please
submit your income tax return form and a brief description of your business; (2) if you
are unemployed, please submit your previous employment income certification; and (3) if
you are a housewife, please submit your husband's and other family members' income
certification.
