Gekitotsu Buu Buu Volleyball:
A unique attack used once, by Gotenks and Piccolo. After trapping Buu in a ball with Renzoku Super Donuts, Gotenks and Piccolo beat the ball around a bit before spiking it really hard into the earth.
Who can use: Gotenks, Piccolo

Genkidama:
"Life Force Sphere", better known as the "Spirit Bomb"
One of Goku's most powerful techniques, taught to him by King Kaio (Kaito-Kaiohsama), the Genkidama is a large ball of energy gathered from nature, humans, etc., which lend him their energy. However, it takes time to gather a Genkidama, and has to stick his arms up in the air, during which time Goku is open to attack.
Who can use: Son Goku

Gotenks' Ultra Kicks, Punches, Headbutts, etc.:
These attacks are not particularly special, just punches and kicks that Gotenks made up names for on the spur of the moment. Their names range from the ethically acceptable, like: Rolling Thunder Punch, Inoshishi (Wild Boar) Attack, Power Tackle and Great Kick Special, to the utterly ridiculous, like: Magnum Sundae, Ultra Missile Parfait, and Hyper Plasma Shortcake. None of them are particularly useful, at least not in the fight in which they were used.
Who can use: Gotenks

Guruguru Gum:
This technique is used by Giran in the 21st Tenkaichi-Budokai; he spits up a strange sticky substance at his opponent. The Gum then wraps around the victim, inhibiting his movement.
Who can use: Giran

Haikyuken:
A technique used against Goku by Tenshinhan in the 22nd Tenkaichi-Budokai. Tenshinhan treats his opponent like a volleyball and hits him around volleyball style.
Who can use: Tenshinhan

Hankokubikkurisho:
This is a fairly strong ki attack used by Jacky Chun (Mutenroshi) He shoots the blast forward using both hands and traps his victim in a shocking field of energy from which his opponent cannot escape (normally.) This techinque was only used in the 21st Tenkaichi-Budokai.
Who can use: Mutenroshi

Haretsu no Maho:
This is the magic spell used by Babidi to make people explode. It only works on weak people though; on tougher fighters like the Z fighters it is ineffective.
Who can use: Babidi

Hasshuken:
Inspired by Tenshinhan's Shiyoken, and Chapa-oo's move of the same name, Goku moves his arms fast enough so there are like eight, and he attacks with all eight at once.
Who can use: Son Goku, Chapa-oo.

Hell's Flash:
In order to fire a blast with the most power, Artificial Human #16 takes off his hands, tucks them under his arms, and fires a powerful blast from the cannons under his wrists.
Who can use: Artifical Human #16

Honoo:
"Fire Breath"
Not a particularly important technique, but this is one of Dabura's more powerful blasts. It's just what it says, a powerful breath of fire.
Who can use: Dabura

"Invisible" Jumping*:
First used against Kulilin in the second Tenkaichi-Budokai, Goku uses this attack to become "invisible." He jumps back and forth so fast that you cannot see him, then he stops jumping for a surprise attack.
Who can use: Son Goku, and probably Krilin, since Goku said he would teach him.

Jan-Ken Punch:
"Jan-ken-pon" is a Japanese game identical to that of "Rock, Paper, Scissors." Goku then has three different types of Jan-Ken Punches.

Who can use: Son Goku

Jinruizetsumetsukogeki:
"Genocide Attack"
This is not an attack that can be used in the heat of battle but is probably one of the single most devastating attacks ever used in the DB/DBZ series. It is a series of ki blasts shot into the air, which seek their targets upon being fired. After looking down on the Earth from the Tenkai, Majin-Buu used this technique to kill every human on Earth.
Who can use: Majin-Buu

    kaiokenx2.wav - 68KBKaioken:
Taught to him by Kaio, this is primarily a power-up move. When Goku uses this technique, he flares up and gains a large boost to his speed and power. Goku can also use multiplied power to his Kaioken. At first, he shouldn't have been able to go past 2 x Kaioken without seriously endangering himself, but eventually can increase the power of the Kaioken to around a 20 x Kaioken. Note that except in the TV series, Goku doesn't use his Kaioken as a Super Saiyajin.
Who can use: Son Goku

Kakusandan:
This technique was used by Kulilin during the fight with Nappa and Vegeta, and is actually somewhat of an adaptation of an attack he used against Piccolo in the Tenkaichi-Budokai. What he does is shoot a blast from each hand. Then he controls the blasts so that they merge and then directs it above the heads of his enemies. Thereupon he splits the blast again into many smaller ki bolts which rain down upon his enemies. A very effective technique which wiped out virtually all of the Saibaimen.
Who can use: Kulilin

Kakusanyudokodan:
A potentially devastating maneuver, the user of this attack fires many ki bolts a la Renzoku Energy Dan around his opponent, surrounding him, then controls the bolts so they all shoot toward their target.
Who can use: Piccolo

kamehameha.wav - 78KBKamehameha:
"(Kame=Turtle / Hame=School, Sect / Ha= scream emited to free stored ki) Turtle School/Sect Wave Attack"

Quite possibly the most commonly used special technique in all of the DB/DBZ series after the Generic Ki Blast. The Kamehameha needs no introduction, but what the hell. It was created by Mutenroshi 50 years before Goku appeared, and Goku learned to do it just by looking at it at the age of 10. (By the way, no matter what people say, I think the best Kamehameha ever shot was the one Master Roshi used to destroy Mt. Frypan.) It was the first ki technique used in the series, even though according to the series' chronology, the Kikoho is older
It's charged up held behind the firer in cupped hands, then brought forward to release a large blast of energy, just like the Hadouken in SFII. Goku later develops the ability to control the direction of the blast, shoot one from his feet, or with a single hand, shoot several from the same blast and leave'em ecstatic in one place to activiate'em at distance. Also, he later develops a Cho-Kamehameha with even more power than the standard fare. The Kamehameha is one of the most versatile techniques ever created, and can become incredibly strong. Goten can use it as well, but misprounounces it as "Kamekameha" when he uses it. Kamehameha is also the name of the first hawaiian emperor, but I'm not sure if there's any link with the technique...
Who can use: Mutenroshi, Goku, (Old) Son Gohan, Yamucha, Krilin, Tenshinhan, (Young) Son Gohan, Cell, Cell Junior, Son Goten, Majin-Buu.

The Generic Ki Blast:
This technique is not particularly special, but is used so much in the Dragon Ball/Dragon Ball Z world that it at least needs to be mentioned. The Generic Ki Blast is shot from the hands, and explodes on impact for a lot of damage. This is by far the most used technique in the DB/DBZ series, next to standard punches and kicks.
Who can use: Practically everybody!

Kiai:
This technique is used simply by yelling really loud; it disperses weaker ki attacks.
Who can use: Tenshinhan, Goku.

Kiaiho:
An invisible force attack that knocks one's opponent back. It can be shot either from an open palm or from the eyes.
Who can use: Son Goku, Freeza
