Relena is stupid. She does not think about what she says or does because she has always gotten her way. She contradicts herself. She says killing is bad and cannot solve anything. Then she tries to shoot Lady Une. She thinks wars should stop because she says so. Poor Noin has to babysit Relena for Zechs. Actually, it's not really Relena's fault that she's a spoiled brat.
Relena somehow gets it in her head that she and Heero are alike (must've been Dr. J). Then she tries to fight along side Heero, but all she does is distract him and get in the way. Aiiya! Somebody shoot her! If Heero won't, let someone else do it!
Relena has the biggest crush in the world on Heero. She's weird. The first time she meets Heero he tries to kill himself. The second time they meet he promises to kill her. The third time they meet Heero tries to kill her, fails, and tries to kill himself. His personality is just so appealing, perfect boyfriend material (sarcasm). It's cool how she takes matters into her own hands and asks Heero to the school dance, but then she starts stalking him as he goes about his missions. Disgusting and creepy.

However, Relena grows immensely during the series. By the end of the series, she is more independent and practical. In Endless Waltz, she is finally able to admit that Complete Pacifism is wrong. While watching Endless Waltz, one realizes Relena was more unfortunate then stupid. She was forced to shoulder the burden of running a country without having the knowledge or means to do so. She adopted the philosophy of Complete Pacifism because it was the tradition of her biological family, a family she never knew. She tried to take Complete Pacifism to the extreme without truly knowing what it meant, because it was expected of her. Her personal values told her that, as heir, she had to try her best not to dishonor the Peacecraft legacy. Perhaps this is why Relena seems stubborn and naive for most of the series.

Ano. . .well, I think it's pretty obvious I don't really like Relena. In fact, you could probably say I intensely dislike her for most of the series.
When we first meet her, she's a young adolescent girl who is the daughter of the Minister of Foreign Affairs. She's rich, pampered, and even has her own little coterie of admirers at school. In spite of, or perhaps because of this, she's much more level-headed and mature than most fifteen-year-olds. She seems modest, a little shy, and even a bit embarrassed by all the attention people pay her. However, all this goes flying out the window when a certain Heero Yuy crash lands in her life. She seems to lose the rational part of her brain. She makes Heero-chasing her vocation, even going as far as to scream, "Heero, come back and kill me!" Heero is attractive, but there is a line between liking a guy and obssessing about him. She follows him all the way to Antarctica and is stupid enough to fly between dueling Gundams piloted by Zechs and Heero. Also, while she tracks down Heero, all the people fawning on her seems to go to her head. For her, it's "Heero, kill Zechs!" "Heero, stop fighting!" She seems to believe he will just blindly obey her because she's Relena Darlian. She doesn't even bother to run when the Alliance attacks her school simply because she just knows Heero will not let her die. Level-headed? Hah. Not anymore.
Several of these traits are magnified when she becomes Relena Peacecraft, Princess of the Sanc Kingdom. She commits many more thoughtless acts, least of which includes jumping on the stage and telling the entire Romefeller Foundation that they're totally wrong. I believe much of this lack of foresight is transferred to her philosophy of complete pacifism. She refuses to even defend the Sanc Kingdom against the Romefeller Foundation, ignoring one of the basic duties of a ruler. And while she does squirrel the students of her school away to safety during the attack, she disregards the large number of innocent civilians who are being stomped on by Mobile Suits. Also, she doesn't even stick with her beloved philosophy. Noin asks her several times to maintain a small troop of Tauruses to defend the kingdom, and each time, Relena disagrees, arguing total pacifism. But when the Sanc Kingdom is destroyed, Noin politely berates her for not keeping the Mobile Suits. Relena ignores her as usual, then turns to Heero and asks for his opinion. When he agrees with Noin, she immediately capitulates. Annoying, to say the least.
However, I don't hate her as much as I might have, partly because of her pre-Heero moments of sanity, but mostly because she grows up in Endless Waltz. She seems to have put Heero behind her, only sighing his name once or twice. More importantly, she's given up on her former idealism. Right before she tries to broadcast a mesage to the people on Earth, she says (roughly), "I-I-I've been running away." Then, she follows up, saying she is no longer a Peacecraft and, in fact, urges the populace to fight for their peace. In the end, we see her attending an official function with the president of the Earth Sphere United Nation, Heero nowhere in sight. Although she's only one year older, she has developed, or perhaps regained, the maturity to act as a foreign minister.
