Gee...this is informative... *bows* Gomen ne, minna, Chibichibi is a mysterious, kawaii little girl and I don't know much about her....
Summary- Chibichibi is the cutest little girl I've ever seen. She's very sweet, kind, generous and doesn't seem to know how to talk a lot yet since all she can say is "chibi chibi" (which is absolutely adoreable.) Though, she just fell out of the sky one day and not much is known about her until...later...
As Sailor Chibichibimoon, she is quite powerful... In the anime, Chibi Chibi is allowed to "power up" Sailor Moon so that Sailor Moon can have a new attack that enables her to defeat the new adversary. Though, all I can say is that Chibi Chibi is not in her true form. And to say anything else would spoil you to death. ^^ If you want to be spoiled, just go to the bottom of the page.

Spoilers!/Interesting Facts-
In the manga, Chibichibi was actually Sailor Cosmos the future self of Sailor Moon who went back to the past to help Sailor Moon. Her intentions were to destroy the Galaxy Cauldron but when Sailor Moon refused to, Sailor Cosmos finally realised what kind of strength she used to have as Eternal Sailor Moon. It's assumed that she returned back to the past.

Cosmos and Chibi Chibi
However, in the anime, Chibichibi was the star seed/ Light of Hope (?) of Sailor Galaxia. Sailor Galaxia used to be this legendary sailor senshi but she had to trap Chaos within herself. Slowly, Chaos took over but not until, Sailor Galaxia sent her star seed away.
