I guess you are using the Trad. Chinese Language add-on (come with MS Office or from MS IE download) on the top of an English version of Win95/98/NT. If this is the case, then the squares are likely to be Chinese characters marked with an inappropiate font type, so that the Chinese add-on cannot use the MingLiU font to display them -- try this one: 高連食年糕, what do you see, 5 squares?
Now it's out of the "Arial font tags", you can see 高連食年糕, can't you?

Sometimes it may help by not choosing Chinese view-encoding. However, if the page you are viewing has "BIG5" as its charset and/or "zh" (the two letter abbrev of Chinese) as its language in the HTTP META data section such that Chinese view-encoding is forced, you are out of luck.

Snake:

I see "rectangles" sometimes too. But they only appear while the web page is being loaded. Once the page has finished loading, the "rectangles" become Chinese characters.
