This is Ryoko Hakubi. She is one of the most eccentric characters in Tenchi Muyo! She has been considered to be a demoness, but she's just really... um, yeah. She has the abilities to teleport to places she has visited before, to fly, pass through solid objects (bathroom walls) and so on.

In the two seperate series her stories seem a tad different. In one she's a demoness, the other she is a Space Pirate! The series in which she is a demoness she had prior dealings with the Masaki family, Yosho had trapped her inside of a cave, and there she remained for 700 years untill Tenchi accidentally broke her free, and the other, her being a space pirate, she hangs about Earth avoiding arrest when Mihoshi stumbles across her, and makes a nice big mess of the area. (Nice introduction Mihoshi!)
